WIB Membership In Appointing the Board, the Chief Elected Shall Include May Include Majority Private Sector Government and Economic Development Business (51%) Workforce - Labor Wagner-Peyser (20%) Adult Education and Literacy Vocational Rehabilitation Higher Education Community Based Organizations Youth Organizations Transportation Housing Specialists Philanthropic Organizations Member change (section 107 (b) Governor shall establish criteria in the appointment of local board members Criteria will require at a minimum – the SHALLS; Majority from the private sector (same as in WIA for the “who”) 20% of the WIB shall be representative of the workforce Shall include organized labor, or in areas with none – other employee representatives Local organized labor training director, or if none an apprenticeship program representative Representatives of education and training providers, including Adult education and literacy Institutions of higher education providing workforce investment activities Representatives of government and economic development entities; Economic and community development State employment service Voc-Rehab The MAYs CBOs, including those whose specialty is veterans Other orgs whose expertise is youth Specialists in transportation, housing, and public assistance Philanthropic organizations Such others as the chief elected official may deem appropriate

Roles of the Local Workforce Development Board
Local Plans will be designed to address the needs of the local labor market and encompass the overall strategy of the State Plan. Local Plans are to include: Standing Committees Development of a Unified Local Plan Workforce Research and Analysis Convening, Brokering, Leveraging Engaging Employers Develop local plan (section 108) [pg. 122] Workforce research and regional labor market analysis Convening, brokering, leveraging Convene local stakeholders to assist in the plan development Leverage non-Federal funds Lead efforts to engage employers Promote business representation on the local board Develop linkages between employers and the workforce development system (notice it says system and not just one-stop) Ensure workforce investment activities meet the needs of employer by enhancing among employers, economic development, and service providers… Communication Coordination Collaboration

Lead Efforts with Educational Entities for Career Pathways Promote Promising Practices Develop an Effective Technology Strategy Negotiate Performance Program Oversight More Diversity in Employment and Training Offerings Identify and promote the usage of promising practices Develop strategies to maximize the use of technology for local employers and workers to access the system Program oversight Youth and adult programs Ensure the appropriate use and management of the funds (effective and efficient), including, maximum performance from the investments (ROI anyone?) Negotiate performance Lead efforts with secondary and postsecondary education programs, the development and implementation of career pathways through alignment of efforts and resources
