2  10% Plan * Proclamation of Amnesty and Reconstruction (December 8, 1863) * Replace majority rule with “loyal rule” in the South. * He didn’t consult Congress regarding Reconstruction. * Pardon to all but the highest ranking military and civilian Confederate officers. * When 10% of the voting population in the 1860 election had taken an oath of loyalty and established a government, it would be recognized.

3  10% Plan  10 % of voters took an oath of loyality to the Union, state could form new government and adopt a new constitution that banned slavery.  Pardon to all WHITE Southerners willing to swear loyality to Union except Confederate leaders

4  Called for Reconciliation  Preserving the Union was more important than punishing the South.

5  Following the war Lee was almost tried as a traitor, but was only left with his civil rights suspended.  Urged Southerners to reconcile with Northerners and reunite as Americans when some wanted to continue to fight. Lee was offered the post of President of Washington University where he served until his death in 1870. The school was later renamed Washington and Lee. As a final note President Gerald Ford had Lee's citizenship restored.

6  He conferred with Abraham Lincoln during the Civil War and recruited northern blacks for the Union Army.  Fought for adoption of Constitutional amendments that guaranteed voting rights.  Was a powerful voice for human rights and civil liberties for all including African Americans and women.

7  Fold paper hotdog style  Then fold paper in tri-fold  Cut one side of paper along tri-folds  Put the names on the front flap  On the inside of flap glue photo of each man  Write legacies of each man inside of the foldable.
