4 National M&E Project Objectives 1. M&E system for assessment of 5 Yr. Plans designed & made operational 2. Culture of organizational learning for impact encouraged 3. Reporting tasks reduced 4. Findings/ lessons/ of M&E are used for decision making Stakeholders 1. Dept. Of Planning (central coordinating agency for setting up M&E) 2. Line ministries - (participate in M&E set up) 3. District Planning Units (participate in M&E set up) 4. Donor (provide fund) Constraints 1. Different sectors have different M&E requirements 2. How to build cooperation & support from stakeholders 3. Lack of trained M&E personnel at all levels Strategies to overcome constraints 1. Consultations with all s/holders to agree on common system 2. Adopt participatory approach, motivations & incentives 3. Arrange trainings for key M&E personnel 4. Design a compreshensive & straight forward M&E system
