Backward traceability of requirements looks at tracing each unique capability function back to its associated requirement and verifying that requirements have been kept current with the design. The Requirements Life Cycle reflects the scope of processes covered by each of the roles, with the lead support role represented as a solid line and a supportive role denoted by a faded segment: Starting with Operational Analysis (upper left), the Sponsor carries out an analysis to determine how well they are achieving organizational goals. The Mission Analysis Report articulates the gap between requirements and existing capability. The Mission Needs Statement is the result of an alternatives analysis, with a decision arrived at jointly between the Sponsor’s Representative and the Sponsor. The Sponsor’s Representative develops the necessary documents for the Sponsor to translate the functional requirements into operational requirements. Acquisition will develop the necessary contracting documents and follow through with capability development and delivery. During fielding of the capability, the Sponsor will work with Acquisition to perform the necessary operational and acceptance testing of the Capability. In Post Implementation Review, the Sponsor will work closely with Acquisition to develop a baseline for delivery and performance. UPLM is a cognitive mapping tool that captures relationships between implementing capabilities, functional requirements, activities, outputs and goals/outcomes achieved. The defined relationships provide traceability for cause-and-effect performance analysis and improvement. The relationships and inventories of the UPLM were used to support the Coast Guard's submission to the DHS Bottom Up Review Great Lakes Pilotage Methodology Study. A comprehensive review and analysis of information and processes across the entire system for establishing pilotage rates on the Great Lakes. Solicitation and balancing of stakeholder needs identified risk reduction points for safe and effective pilot services on the Great Lakes. Clarity and visibility into competing needs improved relationships across all stakeholders and provided clear understanding of the process.
