Fiona Pilkington and Francesca Hardwick- October 2007 A mother and her disabled daughter died when Ms Pilkington set fire to their car. Four officers have since faced misconduct charges after “missed opportunities” to stop youths terrorising them. An inquest heard that six months before her death she had told her family: “I give up!”

Following this case: Police and councils nationwide reviewed their own policies. Agencies started working much more closely together in a more joined up way. Regular multi agency meetings are now held in Stafford Borough to tackle crime and ASB. This helps to ensure that no opportunities are missed when helping victims like Fiona Pilkington and her daughter.

There has been a 23% reduction in ASB in the last year and 44% reduction over the last 5 years. Reports of environmental damage including litter or rubbish more than doubled in 2011/12 however.
