2. Slide 2 What is scrutiny? Overview and Scrutiny is a statutory function that exists to ensure that local public services are delivered effectively, efficiently and in the best interests of residents. It is an essential mechanism to ensure that public services are inclusive, transparent and accountable. Introduced by Local Government Act 2000 as part of wider changes to the decision making process for local government Role and powers have been developed and strengthened and now enable elected Members to act across a locality on any matter that impacts upon the quality of life of residents

Slide 4 Newham Council Constitution Overview and Scrutiny can: scrutinise and review decisions made or actions taken in connection with the discharge of any Council function Make reports and/or recommendations to Full Council and/ or the Mayor and Cabinet in connection with the discharge of any functions Consider any matter affecting the area or its inhabitants Exercise the right to call in, for reconsideration, decisions made but not yet implemented by the Executive

Slide 5 Health Scrutiny Powers Local Authority Regulations 2002: Enable Health Overview & Scrutiny Committees (HOSCs) to review and scrutinise any matter relating to the planning, provision and operation of health services in the local authority’s area; Require NHS bodies to provide information to and attend before meetings of the committee; Enable HOSCs to make reports and recommendations to local NHS bodies and to the local authority on any health matters that it scrutinises; Require NHS bodies to respond within a fixed timescale to the HOSC’s reports or recommendations, where the HOSC requests a response; Require NHS bodies to consult HOSCs on proposals for substantial developments or variations to the local health service; Enable local authorities to appoint joint HOSCs; Enable HOSCs to refer proposals for substantial developments or variations to the Secretary of State where they have not been adequately consulted, or believe that the proposals are not in the best interests of the local health service. The HOSC can also “call-in” decisions made by the Mayor and his Cabinet

Slide 6 Health Scrutiny Powers The Health and Social Care Act 2012 extended the scope of health scrutiny of ‘relevant NHS bodies and health service providers’, which includes… NHS England (previously NHS Commissioning Board) CCGs Providers of NHS and public health services including those in the independent sector Health scrutiny aims to ensure: –Planning and delivery of healthcare reflects the views and aspirations of local communities –Equal access to good quality health services –Equal chance of a successful health outcome –Proposals for substantial service changes are in the best interests of local health services

Slide 7 Health Scrutiny in Newham Health & Social Care Scrutiny Commission comprises of 11 councillors (elected Members) that are not in the Cabinet and a co-opted member of Healthwatch Newham Meets monthly (normally third Wednesday) Undertakes a range of formal and informal reviews Works with partners across the health economy including commissioners, providers, neighbouring boroughs and the community Sets its own priorities that reflect the needs of the local population working to a two year programme Is involved at every stage of the commissioning cycle, from needs assessment through commissioning to service delivery and evaluation of health outcomes

8. Slide 8 What Are The Commission’s Priorities? The Commission’s looks at all elements of the Commissioning Cycle 1.Strategies and Plans: All of the top level strategies e.g. Health and Wellbeing Strategy 2.Commissioning of the Plans: The CCG is central to the new health landscape and GPs now have significant financial and decision-making responsibilities. The Commission takes a keen role in scrutinising and working with the CCG. In addition to the CCG, the role of public health commissioning is being transferred to the London Borough of Newham.

Slide 9 What Are The Commission’s Priorities? 3.Delivering Health Services: The delivery of services are already changing and it is important to make sure that all sections of the local community have equal access to the health services that are provided and that the services are fit for purpose. 4.Successful Outcomes for Patients and the Community: Making sure that all members of the community have equal access from the health and social care system. One way that the Commission can achieve this is to investigate what outcomes have been achieved and in doing so scrutinising where success and failure has occurred.

Slide 10 Over the last 2 Years, the Commission has: Looked at and recommended improvement in the quality of Maternity Care Conducted a review in GP provision and built strong relationships with a range of Health and Social Care bodies Reviewed GP Practice closures and changes to services Inputted into all the major health and social care strategies and plans affecting the borough Made recommendations on Mental Health transition, which has driven new health policy Scrutinised and provided local leadership in North East London issues such as changes to cancer treatment
