1 Discussion and Possible Approval of Inclusion of Programs in MISD's Human Sexuality Instructional Program Superintendent’s Recommendation

2 Texas Education Code – 28.004(e) Any course materials and instruction relating to human sexuality, sexually transmitted diseases, or human immunodeficiency virus or acquired immune deficiency syndrome shall be selected by the board of trustees with the advice of the local school health advisory council and must:

3 (1) present abstinence from sexual activity as the preferred choice of behavior in relationship to all sexual activity for unmarried persons of school age; (2) devote more attention to abstinence from sexual activity than to any other behavior; (3) emphasize that abstinence from sexual activity, if used consistently and correctly, is the only method that is 100 percent effective in preventing pregnancy, sexually transmitted diseases, infection with human immunodeficiency virus or acquired immune deficiency syndrome, and the emotional trauma associated with adolescent sexual activity; (4) direct adolescents to a standard of behavior in which abstinence from sexual activity before marriage is the most effective way to prevent pregnancy, sexually transmitted diseases, and infection with human immunodeficiency virus or acquired immune deficiency syndrome; and (5) teach contraception and condom use in terms of human use reality rates instead of theoretical laboratory rates, if instruction on contraception and condoms is included in curriculum content.

6 Recommendation to MISD Board of Trustees Approval of MISD Human Sexuality Instructional Program that comprises three components. Component Recommendation It’s Your Game, Keep It Real – The University of Texas Prevention Research Center The Life Center – Sexual Integrity Education Program The Midland/Odessa Area AIDS Support, Inc. – HIV/AIDS/STD Prevention Education Program

7 It’s Your Game, Keep It Real Classroom and computer-based HIV, STI, and pregnancy prevention program Consists of twelve 50-minute lessons Integrates group-based classroom activities with personalized journaling and individual tailored activities that are computer- based Educational components include “Knowing Your Body” / “Selecting, Detecting, and Protecting Your Rules” / “Healthy Friendships and Healthy Relationships” / “Consequences of Sex” / and “Risk Reduction Strategies” Program will target junior high students (7 th & 8 th graders)

14 Specific Superintendent Recommendation Approval of Three Proposed Components of MISD Human Sexuality Instructional Program: (1) It’s Your Game, Keep It Real; (2) The Life Center; and (3) Midland/Odessa Area AIDS, Inc. Approval will be District-Wide: Grades PreK – 12 Approval of Specific “Opt-Out” Mechanism for MISD Parents and Guardians: Opt-Out Provision could be lesson specific, component specific, or for district sexual instructional program in total
