2 Local Integrated Services Will help to improve the lives of people in Norbiton people: 1)Develop a community voice and involve Norbiton community members in decisions about priority setting and resources 2)Pool money and resources together to form a single pot for community members to influence or control 3)Increase partnership working between agencies and with community members

4 Kingston is the only area in the country to be involved in both the Neighbourhood Community Budget and Local Integrated Services pilots ….. Why? We have made progress With the community to identify initial priorities With partners to test the extent to which we can map and pool budgets to target those outcomes But we are getting stuck specifically around accountancy; communications and community research SO we are looking to the NCB pilot to help and to take our activity to the next level in terms of devolving more power to the local level

5 Challenges Community – managing expectations, pace of project, no budget, ensuring representation Political – defining Councillors role as community leaders; providing clarity on what we are seeking to empower the community to develop Partners – providing capacity at right level to engage with project Officers – working within a new genuinely bottom up context Government – extent Whitehall are able to ‘let go’ of central budgets

6 What next … By April 2013 the objective is to develop a Plan and Neighbourhood Community Budget ready for implementation So we use the year to tackle the challenges and ask ‘why can’t we…?’ We have support in Government especially Cabinet Office and CLG … and from our partners

9 One Norbiton One Slide Aspirations… “To improve the lives of communities in Norbiton by giving them more control and influence over the priorities and resources set for their area” “To raise awareness across all residents and communities so that all have the opportunity to be informed and involved at the level of their choosing” … will be achieved by… Testing the concept and co-designing a radical proposal for local service redesign Aligning the objectives of two pilots: Neighbourhood Community Budgets and Local Integrated Services; Mapping and pooling partner budgets in line with community priorities to take our activity to the next level in terms of devolving more power and influence to the local level. Challenges Managing community and Member expectations (outcomes; pace of project; no budget) Ongoing capacity of partners to deliver Willingness to engage at all levels Willingness of budget holders at all levels to let go of their budgets and devolve spending decisions to neighbourhood level
