ECO-EFFICIENCY Green GrowthQUALITY OF GROWTH MARKET COST EFFICIENCY Grow First – Clean Up Later QUANTITY OF GROWTH

Tool for delivery of competitively priced goods and services that satisfy human needs and bring quality of life, while progressively reducing ecological impacts and resource intensity throughout the life-cycle to a level at least in line with Earth’s estimated carrying capacity (WORLD BUSINESS COUNCIL FOR SUSTAINABLE DEVELOPMENT – WBCSD)

WATER INFRASTRUCTURE key systems related to water and wastewater management that deliver goods and services; required for socio-economic development; utilize resources (e.g. water, land, energy and materials); and generate impacts to environment (e.g. waste). ECO – EFFICIENT WATER INFRASTRUCTURE key systems related to water and wastewater management that deliver goods and services; required for socio-economic development; utilize resources (e.g. water, land, energy and materials); and interacting with surroundings, thereby achieve overall economic growth and environmental sustainability

WATER INFRASTRUCTURE ?????? ECO-EFFICIENT WATER INFRASTRUCTURE

PHYSICAL WATER INFRASTRUCTURE POLICY FRAMEWORKS ECO-EFFICIENT WATER INFRASTRUCTURE

POLICY GUIDELINE DEVELOPMENT ON ECO-EFFICIENT INFRASTRUCTURE

 BACKGROUND  Cikapundung River is one of the major rivers that passes through Bandung city and become major source of clean water for Bandung society.  Cikapundung River has 15,400 hectares of riparian area with total population of 750,000 people.  As a result of rapid urban residential on the riparian, this river has been poorly polluted by directly discharged domestic and industrial wastewater as well as domestic solid waste.

 MODEL SYSTEM OVERVIEW  Development of integrated gravity sewerage system, anaerobic bio- filter system for wastewater treatment; and floating aquatic system for effluent polishing treatment; for urban settlement in riparian area  Encourage community participation in preparation, execution, operation and maintenance of facilities

Economical feasibility Policy framework for replication CHALLENGES Low Maintenance Technology Community Participatory in Facility Development, Operation & Maintenance Replication to similar riparian urban settlement along Cikapundung River OPPORTUNITIES

 BACKGROUND  Rainwater as a potential water resource for urban area  High rainfall in Bandung city -- average 150 mm  Shortage of drinking water quality for student at UNPAS dormitory  Rainwater harvesting system required simple treatment  Avoid excess exploration of deep-well water that in long-term causing decreased water table  To improve ground water quality by mixing with product of rain water harvesting treatment system

 MODEL SYSTEM OVERVIEW  Development of rainwater harvesting system comprised of ground tank; rainwater harvesting system and drinking water treatment system  Gathering community participatory through awareness raising and socialization with stakeholders

Selection and availability of land – especially for established building Economical feasibility Policy framework for replication CHALLENGES High rainfall in Kota Bandung Area Easy-accessed water resource and simple treatment Replication potential for public buildings (schools, government offices) and commercial buildings OPPORTUNITIES

POLICY GUIDELINE DEVELOPMENT ON ECO-EFFICIENT INFRASTRUCTURE

 Identified related stakeholders roles and responsibilities, and construct dynamic and innovative working approach among different specialization organizations  Overlapping roles and responsibilities hamper sustainability  Develop sustainability indicators to assess policies/projects and monitoring and evaluation procedures  Conduct regular capacity building and raise awareness in all levels (public, government, researchers, investors)

 Enforcement of replication on eco-efficient water infrastructure models by integrating them into the local government development planning and framework  Integration of bio-engineering river restoration program into Gerakan Cikapundung Bersih that has been launched and designed by Bandung City Government as an integrated and sustainable actions to restore Cikapundung River  Promoting rainwater harvesting as substitute water resource for public buildings (such as schools, government offices) and commercial buildings  Formulate supporting legislation on enforcement of eco- efficient water infrastructure

 Continuous development on eco-efficient water infrastructure model systems  Identification of externalities and integrate them at sector and project level  Develop the model systems to be economically feasible  Assessment of capital and operational cost  Assessment of technology application according to the output required

 Community-Based Eco-Efficient Water Infrastructure  Community-based program is more sustain than top- down approach  Encourage community participatory with benefits approach  Greener environment  Better productivity and livelihood  Cost-effective  Socialization and awareness raising to gather community participatory

 Funding Mechanisms  Integrate eco-efficient water infrastructure model system as a local government development program ---supported by Local Government budget revenue and expenditure (APBD) or Community Grants (DBM)  Encourage private sector participatory through Corporate Social Responsibiliy (CSR) Program

IDENTIFICATION OF STAKEHOLDERS ROLES & RESPONSIBILITIES PROMOTE REPLICATION THROUGH REGULATORY FRAMEWORK DEVELOPMENT & IMPROVEMENT OF MODEL SYSTEMS COMMUNITY- BASED APPROACH FUNDING MECHANISMS

POLICY GUIDELINE DEVELOPMENT ON ECO-EFFICIENT INFRASTRUCTURE

 Kirtipur housing project is an eco-friendly community built on the principles of community based water resource management.  Located in Kathmandu, Kirtipur Housing is home for slum and squatter communities.  Rapid urbanization has put strains on the basic services and infrastructure of the cities far beyond their existing capacities.  This project was targeting on sustainable solutions for the problems that negatively impact the community both socially and environmentally.

 Water Management  Rainwater harvesting as alternative source of clean water over deep-well water. It is also utilized as ground water recharging  Wastewater Management  Communal septic tanks with wetland system as effluent polishing for reuse and recycle  Technical assistance and Capacity Building  Self-funding by community

 Collaboration of sector actors and donors avoid overlapping in roles and responsibilities  promote sustainability development  Integrated water resource management  RAINWATER HARVESTING + DEEPWELL  POTABLE & NON POTABLE USE  SEWAGE  SEPTIC TANK  EFFLUENT POLISHING BY WETLAND SYSTEM FOR NON DIRECT POTABLE WATER REUSE & RECYCLING  SOLID WASTE  COMPOSTING  Capacity building and technical assistance encourage community participatory
