Transport I. Problem and Drivers Narrowing gap between road transport and IWT regarding air emissions Drivers: -Lack of emission regulations for several decades compared to road transport -Long serviceable lifetime of IWT engines compared to road transport -Small market for IWT engines

Transport II. Major Challenges Current legislation on emissions only applicable to new IWT fleet Focus should be widened to legacy fleet (existing engines) 4 Major pollutants: -CO2 -PM -SOx -NOx Emission reduction achieved by technical and/or operational measures

To be assessed Business as usual Measures at other level or voluntary measures: o Differentiated port dues/fees o Green labelling o Speed limits in environmentally sensitive areas o Cruise control systems o Exchange of information on best practices In parts already taking place Legislative measures: o More stringent standards for new engines o Set emission standards for existing engines o Set emission standards for both types of engines o Explore specific measures to soften financial impact

Future Steps Impact assessment o Report based on findings of PLATINA and Marco Polo o To be presented to the IAB for its December session o 3 meetings of Common Expert Group on Reducing the Emissions of the Inland Waterway Transport Fleet until end of the year Adoption of proposal(s) for legislative measure(s) on emission reduction in IWT in early 2013
