3. Brief History of NIFL In 1992 the Literacy Act created NIFL, www.nifl.gov. Its purpose was to develop a national database. To do this, NIFL devised LINCS in 1994, www.nifl.gov/lincs. At that time LINCS could see the potential use of the web to complete its mission. LINCS created four regions: Eastern, Midwest, Southern, and Western- Pacific. The focus of LINCS was to develop the infrastructure (tools and standards) which would be used on the web. The various regions began collecting resources. LINCS staff/committee created a template for LINCS regions which gave more cohesiveness to the project.www.nifl.gov/lincs
