Fta circular background 8 MAJOR SERVICE CHANGE POLICY A major service change is defined as any change in service on any individual route that would add or eliminate more than twenty percent of the route revenue miles or twenty percent of the route revenue hours. >20% change=equity analysis required Adverse effect =reduction in service based on time or geography 20 %
