When?  Example: Chobham needs Affordable Housing What does a detailed Action Plan look like? How long would it take to compile a credible Plan that can be monitored? Would it follow that course anyway (local politics/interests)?  Risks A. Plan delays publication until all such Action Plans are resolved B. Action Plan becomes trivialised “Write to the Rural Housing Trust about how to build Affordable Housing”  Opted for Directional Recommendations “4.3 Prepare and Implement an Affordable Homes strategy” Not all Recommendations will be implemented, but those that are will be worthwhile
