3. Meteofactory® as a critical tool to set up effective PWS/EWS capability CBS-WIS Seoul, Nov 07th, 2006 Patrick BENICHOU
16
Bridging DPFS (Data Proc. & Forecasting) and PWS Added value process A general trend to get forecasters’ expertise in digital form (database forecasting & related verification) A strong need for PWS / EWS to rely on human expertise as well A willingness to provide users with detailed forecasts at county level A need to increase the number of products & users while keeping staff at reasonable level Hence concepts of « Forecast once Produce many » Met Editor (routine work) Awareness Map Editor (severe weather) … as a bridge between Forecasting and PWS / EWS activities
17
Met Editor (database forecasting)
18
AwareMet for severe weather management Setting up Early Warning Services as an integral part of PWS
19
EWS in Météo-France (2001-2006) Procedure includes more & more players / stakeholders Civil Security, Roads, Health, Hydrology, …
20
A large panel of end-users' communities More and more sectors are more or less dependent on weather. NMSs wish to deliver high numbers of tailored products and services to: … while keeping staff at same level Armed forces Civil security Sport events Tourism Media Sailing races Oil industry Agriculture Civil works Industries Energy providers Fishing
21
METEOFACTORY Maximize user satisfaction from IS Multimedia dissemination
22
Overview of METEOFACTORY Architecture The assistant forecaster is involved in the final production modules if they request human intervention. He can finalize end- products to sensitive users (TV, newspapers, big energy providers, …) or during special events (e.g. sport events).
23
Overview of METEOFACTORY Architecture The administrator ensures Configuration of all modules and particularly DissMet (dissemination of the products) Follow-up of the system A supervisor could monitor the work of all categories

CIPS : Central Information & Processing System What Real time DB (obs, radar, sat, NWP, objects, …) Archiving system (easy access), Task scheduler (e.g. MOS), Data browser (high level access), High Performance Computing (e.g. Cluster) Why Get a comprehensive & open Central Information System Enable NMS to manage data and set up, test, schedule, run and supervise all relevant central operational tasks at HQ level Where Any major main Centre How : joint MF-MFI development CIPS

MFI main views about WIS implementation Few IT systems to be impacted within NMS Info System AMSS (long term only) Central Information System (e.g. CIPS) : still need for national data management Some NMSs will have ability to act as DCPC NMSs need to keep full authority on Data policy Their own National Info System PWS / EWS policy and related systems, incl. user access to data
