Online questionnaires for further education and skills inspections Inspector Remit Update Meeting September 2012

three new online questionnaires for: learners (‘Learner View’); employers; parents/carers all launch in September 2012 initially for inspections of colleges, DaDa, FE in HE, CLSP, ILP – but not prisons, MOD, or National Careers Service builds on and replaces the previous questionnaires managed by inspection service providers a key difference is that the new questionnaires will be open all year round Summary

How will we use the results? results will feed in to the annual risk assessment, alongside other evidence, to help to decide which providers to inspect when results will also be used during inspections – inspectors to review the results on day 3 of the inspection by sharing their views, learners, employers, parents and carers will be helping their provider to improve

Learner View the questionnaire for learners is the only one of the new surveys that will be visible to the general public access via the main Ofsted website, or at www.learnerview.ofsted.gov.uk register using an email address search for a provider by their name or address

Learner View eight closed questions covering a range of areas from whether lessons / training sessions are well taught to whether respondents would recommend the provider to a friend results of the closed questions will be published on the site once a minimum number of responses have been received plus two free text questions available at the point of inspection - results will only be visible to inspectors (in a pdf)

Questionnaires for parents/ carers and employers not visible to the general public – users can only access the questionnaires using a link they will receive from their provider no free text questions open all year round including at the point of inspection results not published, but will be discussed with providers during inspections results available to inspectors in a pdf

Learner View – use on inspection graphs set out the closed question responses collected over time on the PdF and CSV files. These files also hold the free text comments for inspectors’ consideration Inspection service providers will: turn on the two open questions on learner view at the point of notification (in accordance with guidance issued); close these two open questions at the end of the second day of the inspection;

Learner View – use on inspection LI - download the PDF and CSV file of the learner view responses to the ISP portal by 9am on the third day of the inspection (in the early stages there may be no file if there are fewer than 10 responses); LI - download the PDF file of the employer and parent/ carer surveys and put them in the ISP portal by 9am on the third day of the inspection.

How will people know about the questionnaires? Learner view has been discussed at events with learners, employers, providers and stakeholders Ofsted will email all FE and skills providers asking them to send web links to learners, employers, and parents/carers on our behalf. We will also remind providers of the links as part of each inspection notification letter. Full public launch of Learner View including press release, Ofsted twitter feed, email to stakeholders, website, Facebook page, email to reps, Ofsted stand at NUS ‘festival’ Inspectors will talk to people about the questionnaires during inspections and encourage them to fill them
