What is the SHQS? Scottish Housing Quality Standard Introduced February 2004 Target for Councils and RSLs to meet by April 2015 5 main criteria 55 elements 9 sub elements The 5 Criteria 1.Meet Tolerable Standard 2.Free from serious disrepair 3.Be energy efficient 4.Have modern facilities and services 5.Be healthy, safe and secure

What is the current position? SHR – SHQS Progress Update 2012-13 (6 th Annual Report) Improved from 71% compliance to 82% Spent £439 million 94% will meet Standard – 2 Councils – 8 RSLs – 2408 houses – <0.4% of social houses And 46 landlords already meet the Standard Now part of Social Housing Charter 7 landlords less than 50% 6% houses fail one criterion Energy efficiency highest Councils 22% fail Stock transfer RSLs 19% Other RSLs 9% Estimate 38,049 houses (6.4%) require exemption

What it means for tenants Poorer conditions – Kitchens – Bathrooms – Door Entry systems Lack of Energy efficiency – Heating costs – Risk of fuel poverty – EESSH failure

What can tenants do to help? Find out what issues your landlord has Challenge – are the exemptions justified? Support - raise awareness in tenant groups “tenants themselves … are expected to make every reasonable effort to allow the necessary work to take place”
