From the Israeli press: The construction industry wastes billions of NIS every year, about half due to design A survey conducted by the Center for Quality and Excellence in the Prime Ministers Office, together with the Center for the Study of Quality at the Hebrew University, found that 9.1 billion Shekels are wasted every year on construction in Israel, 3 million of which could be saved. This estimate is based on an evaluation conducted in the American market by authorities dealing in excellence. According to the American estimate, 50% of the waste in construction is a result of defective design, 30% from construction errors and 20% from defective materials. Engineers have difficulty in determining, in an objective and unambiguous manner, which is the optimal design from amongst all the existing feasible alternatives. Construction projects are characterized by major engineering complexity. In addition, the commercial market offers a variety of construction methods and a wide range diversity of building materials, thus resulting in existence of numberless design alternatives. For example: a simple 8x6 m floor slab has 50,032 feasible alternatives (*) (*) 50,032 is the number of alternatives that includes one way / two way massive and ribbed slabs, considering several thicknesses near the optimal thickness, several plausible concrete and reinforcement types and several plausible ‘fill’ boxes of different widths & spacing (for ribbed slab) The reason
