6. Through the turn of the century there were no existing child labor laws. This made life for the newsboys, often called “newsies”, and other child workers very difficult. (Sharkey, Joe). These children had no protection of their own natural rights. These young newsboys had no choice but to work on the streets, and they were never provided an education.The so called “newsies” had a hard time trying to take care of themselves, considering most of them were on their own. Before the strike, newsboys were not unionized, and were not given the benefits of being part of a union (“Newsboys Form a New Union”). The International Labor Organization, or ILO, was not even founded until 1919. However, in 1916 President Woodrow Wilson signed the Keating- Owen Child Labor Act. This is the first federal bill concerning child labor (Pro Quest Staff). One of the reasons this Act was put into place was to address newsboy conflicts across the nation that occurred between 1911 and 1917. During this timeframe the American Federation of Labor specifically discussed newsboy conflicts a total of six times. A significant discussion involved the newsboy union and their conflict with William Randolph Hearst, the owner of The New York Journal (Dubofsky, Melvyn). In response to these concerns, Congress issued the first law outlawing child labor, using federal powers to regulate interstate commerce. The Act stated, "That no producer, manufacturer, or dealer shall ship or deliver for shipment in interstate or foreign commerce, any article or commodity the product of any mine or quarry situated in the United States, in which within thirty days prior to the time of the removal of such product therefrom children under the age of sixteen years have been employed or permitted to work.” (“Keating-Owen Child Labor act of 1916”). Unfortunately, two years later this act was ruled unconstitutional by the Supreme Court. However, the significance of the Keating-Owen Child Labor Act was that is raised awareness of child labor and encouraged many states to pass their own laws banning child labor. It was not until 1941 that the Supreme Court ruled to end child labor nationwide.
