2. Objective Rationale:  GCSE is a recognised brand.  As many young people as possible - the chance to take and achieve GCSE maths and English, at grade C or above, at 16 or shortly thereafter.  Re-taking GCSEs is not appropriate for everyone.  Alternative routes are needed.
