2 Objective Rationale:  GCSE is a recognised brand.  As many young people as possible - the chance to take and achieve GCSE maths and English, at grade C or above, at 16 or shortly thereafter.  Re-taking GCSEs is not appropriate for everyone.  Alternative routes are needed.

3 Objective Driver: Adults (working age) in England functioning at below Grade C GCSE (adult numeracy) : 2003 - 74% 2011 - 78% UK is mediocre in comparison with other countries (OECD survey) 16-24 age group - UK came 21st out of 24 industrialised countries.

7 Key questions (1) 1.Is re-sitting maths and/or English GCSEs the best way to boost skills to a level equivalent to A*-C? 2.What are the alternatives to re-taking GCSE maths and/or English? 3.Do non-GCSE maths and English qualifications help people meet employers’ maths and English skills needs? Are non- GCSEs an effective way to accredit maths and English skills?

8 Key questions (2) 1.Do Functional Skills cover the skills that employers are looking for? 2.What are the strengths and weaknesses of Functional Skills qualifications? 3.Is there a need for a NEW qualification designed to help people boost their maths and/or English skills? How would this be structured and assessed? 4.Are qualifications the only way to boost maths and/or English skills to a level equivalent to GCSE A*-C?
