Mental Health Code Services Within the available state funding … priority for services shall be given to individuals with the most severe forms of serious mental illness, serious emotional disturbances and developmental disability, with priority to be given to those in urgent or emergency situations… Persons who do not meet this threshold of severity may be put on waiting lists (or referred elsewhere) for services.
