Overview of Process 2012-2014 - Local Research Team identified key issues Winter 2014 - Regional Bargaining Forums gave direction on issues of concern Spring 2014 - Council of Presidents appointed Provincial Bargaining Team Fall 2014 – OECTA met with Employers group (OCSTA & government) to set ground rules and scope of bargaining January 2015 - Matters in dispute referred to Ontario Labour Relations Board for arbitration BEFORE RATIFICATION – Tentative Agreement comes back to Provincial Executive, Council of Presidents, then to the membership for ratification vote. (By-Laws 2.74-2.77)

Scope of central bargaining 1. Monetary compensation. 2. Pregnancy/Parental Leave including Maternity Leave/SEB plans. 3. WSIB top up. 4. Benefits. 5. Hiring Practice including the July 5, 2012 MoU and Regulation 274. 6. VLAP type program. 7. Paid leaves. 8. Teacher working conditions and workload as they relate to supervision and on-calls; class structure; assessment and reporting; professional and staff development; prep and planning time provisions; board-level staff advisory committees. 9. Teacher professional judgment.

Scope of central bargaining (2) 10. Protection of teacher bargaining unit work. 11. Ministry of Education Initiatives and the implementation thereof. 12. Creation of a central issues dispute resolution and grievance process 13. Length of term, notice to bargain and renewal. 14. The structure and organization of collective agreements. 15. How to incorporate into the collective agreement the content/language of the July 5, 2012 MoU 16. Return to teacher bargaining unit of Principals and Vice- principals. 17. System Principals. 18. ISSUES IN DISPUTE Attendance management support programs Seniority as the basis for the teachers transfer (health & safety) harassment in schools including: reporting provisions, investigations and access to grievance/ arbitration provisions Matters relating to changes in employment status resulting from enrolment fluctuations, school amalgamations/closures, excluding teacher redundancy Teacher working conditions and workload as they relate to Individual Education Plans (IEPs);
