Objective When a GDS dies in harness The dependent family member of the GDS is engaged to give succour to the family 2.6.3

3 Aims of the Scheme Laying down transparent criteria for considering a request for engagement by a committee. To make a balanced and objective assessment of the financial condition taking in to account the assets and liabilities . 2.6.3

4 Extent of compassionate engagement in GDS
There is no limit for making compassionate appointments in GDS cadre The limit of 5% exists only for departmental categories Each case has to be assessed on merit and only the exceptional and deserving cases are to be considered for compassionate engagement 2.6.3

5 Period of limitation Period of consideration of deserving cases is three years If not possible to offer engagement of GDS on compassionate grounds within three years, the case may be considered in the next two years to the maximum. (DG’s Letter No /2010-GDS dated 14 Dec 2010) 2.6.3

6 Criteria to be considered
Number of dependents Outstanding liabilities for education, marriage of dependent children Left over service for discharge Possession of agricultural land and house 2.6.3

7 Criteria to be considered
Presence of earning member in the family and the quantum of earning per month Discharge benefits like ex gratia gratuity, severance amount, service discharge benefits under NPS and Group Insurance Benefit 2.6.3

100 Point Scale Indigence of the family is decided on the above criteria on a 100 point scale. Given in detail in next few slides. 2.6.3

15 Additional Consideration for widow of the GDS
If the wife of the GDS herself has applied, get 15 additional points. General principle is that the widow needs to be given preference. DG’s Letter No.17-17/2010-GDS dated 09 Mar 2012 2.6.3

16 Additional Consideration for widow of the GDS
Such grace points are not permissible to the widower applicant. If the widow applies, following rejection of the case of one of her child, her case may be taken as a fresh case to be considered. -DG’s Letter No.17-17/2010-GDS dated 09 Mar 2012 2.6.3

18 Circle Relaxation Committee
2.6.3

19 Consideration by Circle Relaxation Committee
All requests would be considered by the Circle Relaxation Committee. The prescribed relative merit points may be applied in hard and deserving cases only subject to availability of vacancies. The term “hard and deserving cases” would mean cases over and above 50 merit points. 2.6.3

20 Consideration by Circle Relaxation Committee
Cases which are more than 5 years old or having an earning member in the joint family shall not be decided by the Circle Relaxation Committee without reference to Directorate. There is no relaxation in prescribed Educational qualification in all categories of GDS including GDS BPM. 2.6.3

Details of the Deceased GDS Particulars of the Candidate. Synopsis Part I, II and III Request of the candidate Consent statement and letter of the other legal heirs. 2.6.3

22 Check List for processing of Compassionate Engagement cases
Death Certificate. Legal heir ship Certificate. Proof for Educational Qualification. History Sheet Work and Conduct of the deceased GDS 2.6.3

23 Check List for processing of Compassionate Engagement cases
Stop gap details Certificate of the revenue authorities for having immovable property If candidate is other than the spouse of the deceased GDS, letter for offering the engagement to his/her son/daughter. Death certificate of the wife/husband of deceased GDS, if they are predeceased. Undertaking of the candidate. 2.6.3

24 Check List for processing of Compassionate Engagement cases
Income certificate from the Revenue authorities for the income from the properties/employment in respect of family members. Particulars of Loan. If the elder son/daughter has not applied for compassionate appointment, the reasons may be furnished duly verified by the field officer. 2.6.3

25 Check List for processing of Compassionate Engagement cases
Details of terminal benefits, if paid. If not paid, reasons there for. Reasons for belated submission, if preferred after one year. Actual liability should be shown. Whether the family members living jointly or separately. List of merit points. 2.6.3
