3. History of Head Start  The Head Start Program – founded in 1965 as part of President Lyndon B. Johnson’s war on poverty to provide comprehensive early childhood education, health, and nutrition to low- income children – has grown steadily in the last 50 years  Head Start was originally conceived as a catch- up summer school program that would teach low- income children in a few weeks what they needed to know to start elementary school.  Eligibility Requirements: Age of Child & Family income  The Head Start Act of 1981 expanded the program.

History of Head Start Continued  Head Start is one of the longest-running programs attempting to address systemic poverty in the United States.  In September of 1995, under the Clinton administration, the first Early Head Start grants were given.  As of late 2005, more than 22 million children had participated  As of 2012, there were 1,600 organizations operating Head Start and Early Head Start, programs cumulatively serving 1,130,000 children ages birth to 5, and pregnant women  And as of 2014, the Head Start annual budget was $8.6 billion
