2 NLETS Mission Statement The mission of the National Law Enforcement Telecommunication System is to provide, within a secure environment, an international criminal justice telecommunications capability that will benefit to the highest degree, the safety, security, and the preservation of human life and the protection of property. NLETS will assist those national and international governmental agencies and other organizations with similar missions who enforce or aid in enforcing local, state, federal, or international laws or ordinances.

3 NLETS Non-profit corporation chartered by the States – funded by user fees collected from membership Members are all States and most Federal Agencies – 30,000 Agencies and 410,000 access devices in the U.S. alone, over 500,000 with Canada – 35M trans/mo. NLETS Board of Directors is composed of State Police Executives All members make up the NLETS Council, 50 states, federal agencies, territories. Low bureaucracy factor = nimble organization

4 NLETS Services Private Network, no Internet Access to key State databases, particularly, MV and DL/DMV records, criminal histories, etc. Guaranteed Message delivery – Terminal-to- terminal messaging and broadcast messages, e.g. National “Alert”, APB, Amber Alerts, etc. 7x24x365

5 Who is NLETS? We are closely partnered with the FBI – but we are not related - NLETS carries FBI-III traffic throughout U.S. and Canada, provide “HIT” confirmation capability for FBI. We don’t “hold” data, we connect the databases that hold data. We are a state-of-the-art fractional T1 “private” VPN network, passing encrypted traffic, and utilizing fire- walls to ensure system and network integrity.

6 NLETS Disaster Recovery Hot Site Redundant hardware housed at Idaho State Police, and T1 line into Idaho. Site is mirrored with Phoenix system. DR site supports TCP/IP states, with full functionality except RAND. Operational since June 2002, only national system with a full DR site. Full recovery of all critical services within twenty minutes of an outage in Phoenix.

8 Where is NLETS going? Embracing justice partners who have been held at arms length in the past (first responders, fire, EMS etc.) Investing in our infrastructure. New technology – new capabilities (XML, web services, email etc.) Positioning ourselves to meet the ever changing needs of our users. Taking steps to ensure that technology will NEVER be the reason why NLETS does not meet a user need.

9 NLETS and Information Sharing Involved in setting national standards, rapsheet, XML, web services, security - GLOBAL. National standards are key to improved information sharing efforts. Technology will allow the sharing of data – business practices will be the true barrier. NLETS is strategically placed to play an important role in information sharing.

10 NLETS and Information Sharing Created RISS/LEO interface with NLETS for improved access and intelligence sharing. Line Installed, Pilot states being contacted, meeting pending. XML for all NLETS inquiry transactions – done, all responses are currently being programmed in XML (data format).

11 NLETS and Information Sharing Web Services (data transfer), also support MQ and IP. Working with vendors in partnership to improve service to the justice community – Datamaxx wireless with Satellite – first NLETS/vendor alliance.

15 Why can’t we….. Supporting a GOOGLE type search capability Support latent fingerprint exchange between states. Connect the regional systems together, i.e., CriMNet, JNEt, South Alabama Integrated Justice System.
