provides the most comprehensive data sets on labor force, employment, unemployment and underemployment; and provides the most current or updated data sets that describe the country’s employment situation. 2

TOTAL POPULATION BASIC BUILDING BLOCKS OF THE LABOR FORCE
WORKING AGE POPULATION (15 YEARS OLD & OVER) Potential supply of labor LABOR FORCE (ECONOMICALLY ACTIVE) NOT IN THE LABOR FORCE (ECONOMICALLY INACTIVE) In a nutshell, the labor force framework can be depicted in this simple schematic diagram which shows the basic building blocks of the labor force. As a matter of convention the first step in the measurement of labor force is to extract from the total population of the country the so-called adult “working age population” which theoretically represents the potential labor supply or manpower stock of the country”. In the Philippines, the working age population is defined as population 15 years old and over. The next step is to divide the working age population into those who are economically active and the economically inactive or not in the labor force. This is because when a person reaches working age, he or she does not necessarily enter the labor market. The persons can stay outside the labor market and as such they are considered as inactive or not in the labor force. This inactivity can be voluntary- the person prefers to stay at home or to begin or continue education – or involuntary, where the person would prefer to work but is discouraged and has given up hope of finding work. If the person enters the labor market, he or she can either be employed or unemployed. The number of employed or unemployed with in an economy are very important indicators but they do not provide a complete understanding of labor markets. Working Age Population
It refers to the population above a specified minimum age (usually 15 years old and over) who could produce the goods and services if there was a demand for their labor and if they desire to participate in such activity. also known as: 1. Potential supply of labor 2. Potential manpower/human resources Two components: economically active (or labor force) 2. economically inactive (not in the labor force) the key words here is “who could produce” which means that this population group have not yet produce the goods and services but has the potential to produce, hence this indicator is also known as potential supply of labor 4

Persons 15 years old and over who during the reference period were either employed or unemployed Not in the Labor Force Persons 15 years old and over who are neither employed or unemployed, e.g., full-time students, stay home housewives, retirees, etc. 5

3 CATEGORIES OF STATUS IN EMPLOYMENT
persons who have worked at least one hour or with a job but not at work during the reference period. 1. Employed persons without job, available and looking for work during the reference period. 2. Unemployed 3. Not in the labor force persons who are economically inactive. According to the priority rule : precedence should always be given to employment over unemployment and to unemployment over economic inactivity. That is, a person is both working a looking for work should be categorized as employed and a student who is attending school and looking for work should be categorized as unemployed. This priority rule is biased towards employment. 6

UNDEREMPLOYED PERSONS
Employed persons who expressed the desire to have: Additional hours of work in their present job; or Additional job; or A new job with longer working hours. 7

TYPES OF UNDEREMPLOYMENT
Visibly Underemployed - worked less than 40 hours during the reference week. Invisibly Underemployed - worked 40 or more hours during the reference week. Underemployment has particular relevance in less developed regions, notably in agriculture. It has been observed in these regions the measured unemployment is consistently low due to high prevalence of self-employment. Visible underemployment is a statistical concept directly measurable from the LFS. Invisible underemployment is essentially an analytical concept reflecting misallocation of resources or fundamental imbalance as between labor and other factors of production. The characteristics symptoms of invisible underemployment are “low income” underutilization of skill, low productivity. 8

In Region 10, 95.7% of the Labor Force are employed
Of the 20 people aged 15 to 64 in Northern Mindanao 19 of them are EMPLOYED But, of the 19, 5 of them are UNDEREMPLOYED At the moment, our employment data shows that 19 out of 20 Region 10 aged are employed, but 5 out of those 19 employed are underemployed---meaning: employed persons who expressed the desire to have additional hours of work in their present job or in an additional job, or to have a new job with longer working hours. And with the projected 24 thousand new graduates (based on CHED projections) that will join our job-seekers by March or April this year, we need to double time on our effort to grow more enterprising and business opportunities for our growing labor force and of the 5, 3 of them are INVISIBLY UNDEREMPLOYED while 2 are VISIBLY UNDEREMPLOYED Source: NSO 9
