1 Q-MPEG V.2: A MPEG Video System with Quality of Service Control in Human Perspective Nature and Significance of the Project Q-MPEG is a Windows-based client-server system that streams MPEG videos over the Internet. It has the following features that distinguished itself from other video systems: –1) Quality of Service (QoS) with respect to human perspective; –2) Software feedback mechanism for the video transmission control; –3) Use any video client that supports streaming MPEG videos; Through a software feedback mechanism, the video servers, upon receiving global and local information from its clients, can dynamically adjust its transmission schedule and provide the guaranteed QoS. With this system, the user can enjoy the full screen video presentation over a non-dedicated and uncontrolled network. Furthermore, this project does not limit itself to video transmission. The same mechanism can be applied to any variable bit rate transmission over an uncontrolled network.

2 Features of Q-MPEG  Windows-Based Client-Server System  Any Win32 OS (Windows 95, 98, ME, NT, 2000, CE)  Server (Windows NT/2000 Server)  Client (any MPEG video player that supports streaming)  Open Network  Non-dedicated and uncontrolled network (The Internet)  Standard Protocol (TCP/IP, HTTP for proxy)  Video Stream  Video format – VCD/MPEG-I (ISO/IEC 11172 Standard)  Full screen - 320X240 @ 30fps  Video streaming application  35% reduction on the bandwidth demand and the user won’t recognize the difference  Video quality measured with respect to human perspective Q-MPEG V.2: A MPEG Video System with Quality of Service Control in Human Perspective
