No Child Left Behind Act of 2001 Federal accountability measure for public schools Establishes criteria for Adequate Yearly Progress (AYP) Schools not achieving Adequate Yearly Progress for two consecutive years are designated Program Improvement schools

Adequate Yearly Progress Adequate Yearly Progress (AYP) is determined by accountability measures in four areas: Participation Rate (95%) Percent Proficient – Annual Measurable Objectives (AMO) Academic Performance Index (API) Graduation Rate (High Schools)

Program Improvement Year 2 The PI Unit leads schools through the NCLB School Review Process in collaboration with: Los Angeles County Office of Education (LACOE) – the District’s external partner Central Office Instructional Support Staff Local District Support Personnel District/School Leadership Teams (DSLT) United Teachers of Los Angeles (UTLA) Associated Administrators of Los Angeles (AALA)

Validation Team Visit (Days 1 and 2) Team arrives at school site 7:00 a.m. Review of completed School Integrated Assessment Tool & other data Focus groups and interviews Classroom visitations (snapshot) Protocol Classroom Visitation Guide Shadowing students Protocol Debrief throughout two-day visit Develop validation team findings

Debrief with DSLT (Day 3) PI and LACOE Leads present validation team findings in order to: Facilitate collaborative conversation Develop agreement of Key Findings for SPSA Update Prepare DSLT to share Key Findings with Stakeholders

Develop SPSA Update (Day 4) Support the school team in developing action steps to address the agreed-upon Key Findings Facilitate completion of the school’s 2006-07 Update to the Single Plan for Student Achievement

NCLB Review Team Protocols Confidentiality Team debriefs and discussions are confidential Confidentiality extends after the visit is complete Communication Only team leads communicate with school administration All conversations between team members take place in the team work room

NCLB Review Team Protocols Classroom Visitations Visit classrooms assigned by team leads Enter classrooms quietly Be mindful of expressions and body language Observe instruction for 10-15 minutes using Classroom Visitation Guide Make written notations about observations immediately after exiting the classroom Refer to classes observed by subject/course & grade level – teacher name is confidential Visits are non-evaluative

Roles & Responsibilities of AALA & UTLA Team Members To participate in Days 1 & 2 of the Validation Visit To follow all of the guidelines of the NCLB School Review process with fidelity
