Texas Assessment Management Website PearsonAccess consolidates services previously provided by: –eMeasurement (online testing), –SchoolHouse (online Data Management), and –SchoolSuccess (TAKS-Alt) websites.

Texas Assessment Management System The new Assessment Management System will offer several improvements: –Both online and paper testing administrative tasks are incorporated into one interface. –A single login allows an authorized user access to the various assessment management tools –User roles can be designated to match the test administration roles, such as campus testing coordinator and online test administrator. –The process for uploading precode files has been streamlined, and new tools for managing the precode process have been added. –Functionality to set up test sessions, add students to test sessions, and maintain class rosters for online testing has been improved. –Online reporting capability has been improved and expanded.

Web-based Test Administrator Training Modules THIS TRAINING IS REQUIRED for any test administrator who has not previously participated in testing or completed the modules.THIS TRAINING IS REQUIRED for any test administrator who has not previously participated in testing or completed the modules. Use of training modules is NOT a substitute for the mandatory annual training in test security and test administration procedures, but supplements it. Confidentiality Guidelines: Involves protecting the content of all test booklets and completed answer documents by complying with, but not being limited to, the following guidelines:Involves protecting the content of all test booklets and completed answer documents by complying with, but not being limited to, the following guidelines: –All testing personnel MUST be trained and sign an oath before handling secure test materials. –All tests MUST be administered in strict accordance with the instructions contained in the test administrator instructions. –No person may view, reveal, or discuss the content of a test or answer document. –No person providing an oral administration may write notes, calculations, or any other marks in a test booklet or any other location. –No duplication of ANY secure test materials (test booklets, used answer documents, or student compositions).

Confidentiality Guidelines cont’d: –Each subject area in TAKS test booklet is sealed. Seal may only be broken when authorized by the instructions contained in the administration materials. –No person may answer verbally or nonverbally any question that relates to the content of a test before, during, or after a test administration. –No person may review or discuss the student responses during or after a test administration. –No person may change any response or instruct a student to do so.

Security Oaths For Test Administrators The oath has 2 parts (*3 parts for oral administrations) 1.The top part must be initialed and signed after training and before handling secure materials. 2.The bottom part must be signed after completion of the test administration. 3.*Test administrators who conduct an oral administration of an assessment are also required to complete the additional section on the test administrator oath.

IMPORTANT OATH GUIDELINES Test administrators must sign oath for As a “best practice” all testing personnel should sign an oath for each administration regardless of their role in test administration. Campus testing coordinators or principals who have assumed these roles at the beginning of the 2011-2012 school year must undergo training and sign an oath before handling secure field-test materials. Please keep all oaths for trained staff from each administration for at least five years. IMPORTANT OATH GUIDELINES Test administrators must sign oath for each administration. Campus Principal Oath Make two copies of the Oath of Test Security & Confidentiality for Campus Principal After Security and Confidentiality Training, fill out top portion of both copies. Submit one copy with first administration returns. Complete bottom portion of 2 nd copy after 2011 October administration and submit with return items.

Testing Irregularities Improper Accounting of Secure MaterialsImproper Accounting of Secure Materials –Materials not turned in at end of day –Lost or misplaced completed answer documents, test booklets, or other secure materials. Testing Irregularities Procedural ErrorsProcedural Errors –Unauthorized individual (student or untrained personnel) was permitted to transport secure test materials. –Test administrator failed to issue correct materials (charts, rulers, No.2 pencils) or students were provided non-allowable materials. –Testing personnel who were not properly trained were allowed to administer test or handle secure materials. –Test administrator failed to use the administrator manual or failed to read the test administration script verbatim as outlined in the manual. –Test administrator failed to remove or cover all instructional displays that might aid students by providing direct answers during testing.

Testing Irregularities Monitoring ErrorsMonitoring Errors –Test administrator left a room unmonitored when students or secure materials were present. –Secure materials were left unmonitored during a lunch break, a short break taken in the testing room, or restroom breaks –Testing personnel did not monitor students during break –Test administrator did not ensure that students worked independently during testing (ex: send/receive text messages from other students) –Test administrator did not verify that a student recorded his or her responses on the scorable document. –A student was allowed to remove secure materials from the testing area.

Potential Referral to Educator Certification and Standards Division Test personnel viewed a test before, during, or after an assessment. Testing personnel scored student results. Testing personnel discussed secure test content or student responses. Testing personnel made a copy of secure materials without permission from TEA. Testing personnel directly or indirectly assisted students with responses to test questions. Testing personnel tampered with student responses. Testing personnel revealed confidential student information.

Penalties for Prohibited Conduct Placement of restrictions on the issuance, renewal, or holding of a Texas teacher certificate, either indefinitely or for a set term. Issuance of an inscribed or non-inscribed reprimand. Suspension of a Texas teacher certificate for a set term. Revocation or cancellation of a Texas teacher certificate without opportunity for reapplication for a set term or permanently.

Paraprofessionals Districts electing to use certified or noncertified paraprofessionals (e.g., teacher aides) during the administration of a state assessment must identify a certified, professional staff member who will be responsible for supervising these individuals. This includes any personnel who have access to secure test materials. If a violation of test security or confidentiality occurs under this circumstance, the supervising certified professional is subject to the penalties discussed in previous slides.

Reporting of Testing Irregularities 1.An incident report must be submitted via the Online Incident Reporting Process by the District Testing Coordinator. 2.Typed and signed statements must be collected from the individuals involved and submitted to TEA by the District Testing Coordinator. 3.For irregularities involving the loss of secure materials or incidents that can result in a referral to the Educator Certification and Standards Division, districts are required to submit a Corrective Action Plan

Statements from Responsible/ Involved Parties Name, title, and role during testing How the individual was responsible for or involved in the incident Description of the incident from the individual’s perspective Individual’s signature Date the statement was generated

Corrective Action Plan If TEA requires the submission of a Corrective Action Plan, or if TEA determines a plan must be submitted based on an investigation, the following information (at a minimum) should be included in the plan: A brief summary of the incident A description of how the incident occurred A description of why the incident occurred Someone did not follow a procedure already in place A procedure needs to be developed A description of the specific procedure(s) that will be implemented to deter future occurrences of this type of incident What is/are the specific procedures(s)? Who will implement the procedure(s)? How will the procedure(s) be implemented? Name and role of person submitting the plan Signature of superintendent or chief administrative officer acknowledging and approving this plan

Materials Return Activity 14 (page 191-199) It is very important that you follow the instructions in Activity 14 for sorting, packing, returning scorable materials. Step 1: Separate Scorable from Nonscorable Materials Scorable Materials: Used grade 4 – 10 and exit level answer documents Used grade 3 scorable test booklets Voided grades 4-10 and exit level answer documents Voided grade 3 scorable test booklets TAKS (Accommodated), Spanish-version TAKS, TAKS-M, and LAT test materials should be returned with the regular TAKS materials under TAKS identification sheets. TAKS-M and Grade 10 LAT ELA meterials each must be grouped and banded separately from other materials.

Step 2: Separate and Pack Voided Scorable Materials –All voided materials should be marked “VOID” in large, bold letters across the front. –For the side-by-side LAT accommodation, remember that the grade 3 scorable LAT test booklet that should not be scored must be voided and returned with the other voided materials. –Separate the voided materials into two stacks: Grade 3 scorable test booklets Grade 4-10 and exit level answer documents –For each stack, fill out one Voided Answer Document Identification Sheet

If either stack is too large for a single band, you may break it down and use multiple bands for the stack. It is important that you mark each band appropriately. (example “1 of 2” and “2 of 2”) Place your stacks of voided scorable materials at the bottom of your campus boxes. Use a separate box solely for voided scorable materials.

Secure the entire group (with Campus And Group Identification Sheet on top) with a gummed paper band. It as acceptable to tape or staple the gummed paper band to ensure that it fits snugly around each stack.
