2 Funding Sources:  Nebraska Homeless Shelter Assistance Trust Fund (NHAP)  Department of Housing & Urban Development: ESG & CoC funds (SHP, SHP- HMIS Designated & Shelter + Care)  Behavioral Health Reform & Housing Assistance Program  Linkages to other housing sources

3 NE Homeless Shelter Assistance Trust Fund (HSATF)  Created in 1992 to supplement the only other source of funds for homeless programs (ESG)  25 cent set-aside on each $1,000 of real estate sold: collected via a documentary tax stamp  Approximately $2.55 in HSATF for each $1.00 of ESG funds the state receives

4 NE Homeless Assistance Program  Combined funding of HSATF & ESG  Distributed to seven regional continua of care that cover Nebraska’s 93 counties: 11 counties in Panhandle CoC  Distribution based on three factors: a base amount ($50,000), poverty rate by county, population by county, pro rata percent by county

5 Behavioral Health Reform  2004 & 2005 behavioral health legislation included a housing assistance program  Funds distributed through the six mental health & substance abuse governing boards  July 1, 2006 through June 30, 2007 first year of operation; over 340 assisted statewide  Bridge to Section 8 housing

10 Barriers/Solutions  No formal transportation system – our borders reach from South Dakota, Wyoming, and Colorado to central Nebraska. Many towns are 60 miles apart, with no water, shelter or shade along the way. NMBYISM - Many people still refuse to accept the facts that homelessness exists.

11 Barriers/Solution  No Emergency Shelter exists in the Panhandle  Low Pro-rata for CoC Funding due to low population – large service area. Partial Solution:  Domestic Violence shelters are scattered throughout the Panhandle  Additional Solutions…………
