SEESIM 12 is a Computer Assisted Simulation Exercise conducted within the framework of the Southeastern Europe Defence Ministerial (SEDM) process SEDM Ministers agreed in October 2000 to create SEESIM and begin with an exercise based on a civil emergency scenario Purpose of SEESIM is to promote cooperation, coordination and interoperability of civilian and military organizations during crisis response operations within and among the SEDM nations

4 SEESIM 12 UNCLASSIFIED 4 SEESIM 02: Hosted by Greece. Broad Scenario of floods and earthquakes. SEESIM 04: Hosted by Turkey. Broad Scenario of multiple terrorist attacks. SEESIM 06: Co-Hosted by Romania and the former Yugoslav Republic of Macedonia*. Broad Scenario of large-scale flooding and earthquakes plus potential terrorist threats to SEDM nations. Two main Exercise Control Groups (EXCONs) in Bucharest and Skopje. SEESIM 08: Hosted by Bulgaria. Broad scenario of natural and man made disasters. SEESIM 10: Hosted by Albania. Broad scenario of natural and man made disasters, including cyber-terrorism. SEESIM History * Turkey recognizes the Republic of Macedonia with its constitutional name

13 SEESIM 12 UNCLASSIFIED 13 Some international organizations will be available during the exercise to coordinate international assistance if requested Representatives from the international organizations provide subject matter expertise and role play their respective agencies International organizations will be role-played during the exercise for those nations who would typically contact these organizations for assistance during an actual disaster List of available international organizations and their contact information is included in the Exercise Phone Book International Organizations

31 SEESIM 12 UNCLASSIFIED 31 Requests for Information (RFIs) Requests for Information (RFIs) are specific and time-sensitive requirements for information regarding a situation, terrorist forces, operational support available, or other information RFI will be sent by the EOC as an e-mail to the Site Manager Site Manager will research the answer and respond to the EOC

32 SEESIM 12 UNCLASSIFIED 32 Telephone In addition to email, EOCs can use commercial telephone to communicate with other EOCs or the Site Manager EOCs should make a record of telephone or direct conversations that contain key information and provide to the Site Manager Phone Numbers are found in the Exercise Phone Directory provided by the Site Manager

33 SEESIM 12 UNCLASSIFIED 33 Fax In addition to email and telephone, EOCs can use commercial fax to communicate with other EOCs or the Site Manager An EOC that receives a fax should ensure that the Site Manager receives a copy
