Background: University RTP policy 3.6 College RTP Committee The college RTP committee reviews the materials submitted by the candidate as well as the department RTP committee and department chair evaluations and recommendations. The college RTP committee evaluates the candidate’s file in accordance with standards established in the department, college, and university RTP policies. The college RTP committee shall ensure that fair and consistent evaluation occurs at the department and college levels according to the standards set by the department and college RTP documents. The college RTP committee shall take into serious account the department’s specific standards for evaluating the candidate. The college committee prepares and forwards an independent recommendation to the college dean. As confirmed with Mark Wiley, changes to membership on CLA RTP Committee are within the purview of the college.

Background: current CLA RTP Policy 3.8.2 Structure and Duties of the College RTP Committee 3.8.2.1 The RTP committee shall consist of two standing sub-committees: a. The Tenure and Promotion Sub-Committee shall consider all cases of tenure and promotion. A minimum of five (5) committee members at the rank of Professor must serve on this committee. b. The Reappointment Sub-Committee shall consider all cases of reappointment. A minimum of three (3) committee members at the rank of Associate Professor or Professor must serve on this committee. 3.8.1 Election of the Committee The college RTP committee shall have ten (10) full-time, tenured faculty members. The committee shall be constituted in the following way: a. The committee must have seven (7) tenured, full-time faculty members at the rank of Professor and three (3) additional members at the rank of Associate Professor or Professor. 3.8.3 The sub-committees are bound to the following rules: a. As per the CBA, committee members who evaluate a candidate must have a higher rank than the candidate. b. No RTP sub-committee may be comprised solely of faculty participating in the FERP. c. For each action, a majority recommendation must be made by the members of the sub-committee. A minority report may be submitted.

Summary Full professors can serve on any subcommittee and evaluate any candidate Associate professors can serve on Reappointment sub- committee and the Tenure and Promotion sub-committee for all candidates except those going up for promotion to Full Professor. A Full and an Associate member from the same academic area could serve on the same subcommittee, evaluating the same candidate.

POSSIBLE ADDITIONAL MODIFICATION 3.8.3 The sub-committees are bound to the following rules: a. As per the CBA, committee members who evaluate a candidate must have a higher rank than the candidate. b. No RTP sub-committee may be comprised solely of faculty participating in the FERP. c. 1. Possible constitutional amendment Executive Committee Service Article IV 2.6. Executive Committee Elections a. Nominations and candidate statements of no more than 150 words shall be solicited by the elections committee. These statements will be distributed to Faculty Council members in advance of the final meeting of the Spring semester. Nominations from the floor may also be accepted at the elections meeting. A brief (2 minute) oral statement may be made by candidates or nominators at this time. In this event, other candidates may make oral statements of the same length. b. Elections will proceed one by one in the following order: Chair, Vice Chair, Secretary, Member-at-Large 1, Member-at-Large 2. Candidates for one position who are not elected may add their names to the ballot for the next position. c. Candidates are elected with a simple majority. If no majority is achieved, a runoff vote will be conducted. d. Members elected to the Executive Committee in the Spring shall be guaranteed a slot as a department's representative on the Faculty Council for the following academic year.

POSSIBLE CONSTITUTIONAL AMENDMENT 2: Amendment process CURRENT LANGUAGE: 1. Proposals to amend this Constitution are initiated by petition of at least 20 percent of the Faculty or by a majority of the Faculty Council. Proposals thus initiated shall then be forwarded to the Dean. 2. A proposed amendment submitted to the Dean shall be distributed to the faculty within ten working days of its receipt by the Dean. A general Faculty meeting shall be held to discuss the proposed amendment seven to ten working days after its distribution. Proposed amendments may not be considered from the end of the Spring semester to the beginning of the subsequent Fall semester. 3. Following the general Faculty meeting, proponents and opponents may, within ten working days, submit to the Office of the Dean a written "Argument In Favor Of" or "Argument Against" any proposed amendment, to be distributed to the faculty along with the ballot, provided that these "For" or "Against" arguments are signed by five or more faculty members. Arguments must not exceed 1,000 words in length. The Office of the Dean shall prepare and distribute to the faculty a ballot containing the proposed amendment, along with any arguments For or Against. 4. An amendment to the Constitution shall become effective when it has been ratified by a majority of the valid ballots cast by the full-time faculty of the College in a secret mail ballot.

2. Proposed changes 1. Proposals to amend this Constitution are initiated by petition of at least 20 percent of the Faculty or by a majority of the Faculty Council. Proposals thus initiated shall then be forwarded to the Dean. 2. A proposed amendment submitted to the Dean shall be distributed to the faculty within ten working days of its receipt by the Dean. A public and/or web-based hearing that allows for spoken and/or written commentary by faculty general Faculty meeting shall be held to discuss the proposed amendment seven to ten working within 10 instructional days after its distribution. Proposed amendments may not be considered from the end of the Spring semester to the beginning of the subsequent Fall semester. 3. Faculty may submit signed arguments of no more than 500 words in favor of or against any of the proposed amendments to the Dean and Faculty Council Chair within 5 instructional days of the hearing. The Faculty Council chair shall be responsible for making those comments available to the faculty of the College at least five (5) instructional days before the vote. 4. An amendment to the Constitution shall become effective when it has been ratified by a majority of the valid ballots cast by the full-time faculty of the College in a secret mail ballot. 5. Changes to any policies (RTP, Sabbatical Leave, RSCA) that are made at either the University or the College level shall be automatically updated in the CLA constitution without recourse to the amendment process

3. Quorum ARTICLE III. ORGANIZATION A. The Faculty shall exercise its governance powers and formulate its policies by means of the organization described in this Article. B. The Faculty of the College shall meet in general session at least once each academic year. It may meet additionally as called by the Dean or the Faculty Council or upon a petition of ten percent of the Faculty submitted to the Dean. 1.The Dean of the College shall be the Chair of the Faculty and shall act as presiding officer at meetings of the Faculty. 2. Twenty-five percent of the full-time faculty shall constitute a quorum for general meetings of the Faculty. 3. 51% of the FC membership shall constitute a quorum for meetings of the Faculty Council. Current FC membership = 44. Quorum @ 51% =23 CLA census (Approximate current counts): T/TT Faculty = 260 Total FT faculty = 326 (25%= 81; 20%=65)

4. Definition of Academic Area ARTICLE II. POWERS AND SOURCES OF FACULTY AUTHORITY A. POWERS OF THE FACULTY 1.Subject to the laws of the State of California, the regulations of the Board of Trustees of the California State University, the policies and regulations of California State University, Long Beach, and the CBA the Faculty shall be the policy ‑ formulating body of the College. (numbers 2-6 deleted here for reasons of space) 7. The Faculty shall take no action that abridges the autonomy of any academic area (defined as a degree-granting department or program) of the College, except as the general welfare of the College is involved.
