Princeton Garbage and Food Waste Pickup: Recommendations of TTF I&O Subcommittee Presentation to the Princeton TTF October 17, 2012

Garbage/Food Waste Decision Process June 2012 – bid parameters recommended by I&O Subcommittee and TTF, and approved by joint governing bodies July 2012 – sent out to bid October 2, 2012 – bid packages returned from two vendors: – Central Jersey Waste – Waste Management October 15, 2012 – I&O Subcommittee meets and makes recommendation

Variables Included in Bid Packages VariableOption AOption B Type of Pick-UpManualAutomated Zones All of Princeton picked up on same day of week Different zones picked up on different days of week Frequency of bulk pick-up Once a weekOnce a month

Recommendation and Rationale – Garbage RecommendationRationale Manual pick up Less expensive and greater flexibility for residents Different zones picked up on different days of the week Less expensive (for one bidder) and only option bid on (for other bidder) Bulk picked up once a week No cost differential and more convenient for residents Two year contract – with option to extend up to five years at a pre-negotiated price Greater certainty and flexibility for Princeton

Food Waste Collection Program I&O Subcommittee recommends establishing program to be funded by Princeton: – For each 1,000 households, net additional cost to Princeton estimated at $88,200 (not factoring in state grants, which may decrease the net cost) – Cost may come down as food waste processing facilities are established in New Jersey

Financial Aspects Regardless of which bidder is selected, proposed program is expected to be within 2013 Princeton budget Cost ultimately dependent on a number of variables. Examples: – Garbage tonnage – How many participate in food waste program
