The Town has identified a noise problem and has been studying the issue for over a decade. – Noise Study Advisory Group (2003-2004) Recommended abatement measures, noise officer, monitoring system, etc. – Implementation, promotion and monitoring (2005 – 2010) – Airport Master Plan Update and GEIS (2010) Noise analysis by DY and Young Environmental Sciences – Airport Comprehensive Management Plan DY and HMMH identified essential initial data-collection actions – Enhanced data-collection actions (implemented in 2012) AirScene Vector Airport Solutions PlaneNoise – Phase I noise analysis (2014) Young Environmental Sciences and Noise Pollution Clearinghouse 3

7 Our next steps begin today: – Identify the most serious disturbances to the local population; – Identify the cause(s) of the disturbances; – Identify reasonable and practical solutions tailored to address the source(s) of those disturbances; – Identify a proposed action that addresses the identified problem(s); – Hold additional meetings/hearings/workshops to provide opportunity for public comment; – Thoroughly consider the benefits and impacts of each of the alternative solutions to the identified problems; and – Decide whether to proceed with adopting an alternative or alternatives. 9 Preliminary draft problem definition: How do we define/refine the problem? 9 Aircraft noise events disturb communities in immediate proximity and even far distant from East Hampton Airport during the times of day and times of year when outdoor enjoyment and entertaining is an integral part of the East End lifestyle. These events are disturbing and disruptive for three reasons: -The frequency with which they occur during peak periods; -The duration of individual events; and -The absolute volume of events.
