Water Conservation is Key in the Florida Water Resources Act Consumptive Use Permitting “Three Prong Test” Must be “reasonable – beneficial” Must not interfere with existing legal users Must be consistent with public interest

Definition of “Reasonable-Beneficial” Use of Water The use of water in such quantity as is necessary for economic and efficient utilization for a purpose and in a manner which is both reasonable and in the public interest

Water Resource Implementation Rule (62-40, F.A.C.) Goal – Prevent and reduce wasteful, impractical, uneconomical, or unreasonable water use Conservation of water required unless infeasible WMDs must require efficient use of water Goal-based water conservation plans allowed

Water Conservation Is Required in Water Use Permits All individual permit applicants for landscape and golf course irrigation projects, commercial or industrial water use, and public water supply utilities applying for an individual permit shall develop a conservation program to be submitted at the time of permit application The encouragement and promotion of water conservation and use of reclaimed water are state objectives and considered to be in the public interest (SFWMD Rule)

What is the Guide? A web-accessible tool for developing efficient, cost-effective, utility-specific water conservation plans. Developed cooperatively by the FDEP, Water Management Districts, and utilities. Housed within the Conserve Florida Clearinghouse at the University of Florida.

Being “Drought Smart” Efficient use during times of normal rainfall allows recharge of surficial and ground water resources During times of water shortage, effective conservation allows more users to share limited resources The report identifies specific recommendations
