2  Joined Department of Agriculture and Consumer Services in September 2011  Previous positions include: o Alutiiq International Solutions LLC  Legislative affairs program manager for the International Affairs division of the U.S. National Guard Bureau at the Pentagon. o International Republican Institute  Country Director for Parliamentary Assistance programs in Romania and Bosnia. o Congressional Senior Staffer  U.S. Congressman Timothy F. Murphy, as chief of staff; U.S. Congressman George W. Gekas, as legislative director; and committee staff positions with the U.S. Senate Judiciary Subcommittee on Antitrust, Business Rights and Competition and U.S. Senate Judiciary Subcommittee on Youth Violence.  Education o Tampa Jesuit and Patch American High School in Stuttgart, Germany. He was further educated at the University of Washington’s School of Political Science, in Seattle, and, later the University of Pennsylvania’s School of Law, in Philadelphia.  Family o Patrick is married to Jamie Harper Sheehan, a Tallahassee native, and the two are proud parents of a eighteenth month old little boy, Thomas Stephen Sheehan. 2

3  The state of Florida should have a secure, reliable, and diverse supply of energy.  In working towards Florida’s energy policy, the Department of Agriculture and Consumer Services will: Promote energy efficiency and conservation Support investments in Florida’s energy infrastructure Foster the expansion of Florida’s clean energy resources and new technologies  “ What we need is an “all of the above” strategy. We need a strategy that will foster the development of all the options. We cannot be in the business of picking winners and losers in the race to explore renewable energy options. Our strategy must support research and development to explore all the options. Our strategy must rely on the market to determine what works and what does not.” Commissioner Adam Putnam 3

5  Promote and advocate for the development and use of renewable energy resources and energy efficiency technologies  Promote energy efficiency and conservation measures in all energy use sectors  Serve as State clearinghouse for all energy information (academia, public and private sectors)  Provide assistance to other state agencies, counties, municipalities, and regional planning agencies to further and promote their energy planning activities 5

8 8  Research and Development Bioenergy Grant Program Provided an opportunity for Florida colleges and universities to apply for funds too conduct R & D projects in Florida relating to bioenergy technologies and innovative technologies that significantly reduce fossil fuel consumption for transportation and/or electric generation. Closed on April 19, 2013  Compressed Natural Gas School (CNG) Bus Grant Program We are currently seeking grant applications from Florida school districts relating to the purchase of equipment for the conversion of or for the incremental cost difference of purchasing a new CNG school bus as compared to the purchase of a new, regular diesel school bus. It is anticipated that approximately $1.2 million will be available for the CNG School Bus Grant Program. 9 9 1. Established a Florida Energy Clearinghouse. 2. Promulgating rules for EV charging stations. 3. Reinstated several tax incentives that are designed to reward businesses for investments that have proven to increase energy production or create jobs for Floridians. All forms of renewable energy in Florida, including biomass, solar energy, geothermal energy, wind energy, ocean energy, waste heat and hydroelectric power, are eligible. 4. FDACS posted information on its website of those stations selling unblended fuel in Florida. 5. PSC conducted a review of the Florida Energy Efficiency and Conservation Act (FEECA). 6. FDACS conducted an inventory of the forest materials available for bio-energy.

10 There are many accomplishments highlighted including:  Passage of House Bill 7117, the first comprehensive energy bill in Florida since 2008, which will increase the state’s diversity of energy sources and expand energy production and jobs in Florida.  Completion of more than 150 federal grants supporting energy efficiency and conservation across the state.  Hosting the second Florida Energy Summit, which brought together business leaders, utilities, elected officials and environmentalists to explore energy policy for this state.  Release of an audit of the Office of Energy that highlighted a fraud investigation that occurred before the office became part of this agency and saved taxpayers more than $2 million. 10
