Expedites the process for home schooled students. Adds to the CFAR Policy section a description of how the HSC will evaluate a home schooled student.

Applies to scrimmages, exhibitions and regular contests at the freshmen, jv and varsity levels. Required prior to the first competition in any term during which a team will compete. Delineation of duties and checks & balances are important.
