Choke point 1 Each building partner has a different need of knowledge Investor: the price is devided in the underground and the aboveground building cost Designer: price of for example a window, all accompanying activities inclusive Building supervisor: price of for example a m² formwork Each building partner has a preference for a different top-down structure Price list in a tree diagram is not sufficient
5
Choke point 2 Not a univocal work system. In each project with new building partners: A different classification of building specifications Different measure codes Different states of progress Waste of time & communication issues An advancement of knowledge for the entire project is impossible
6
Choke point 3 No transparency with regard to the building cost. Following costs are “judiciously” spread among the production costs: The cost of the layout of the construction site The cost of the preliminary works The cost of the project follow-up The knowledge of these costs are confined to the building supervisor No concrete price comparison are possible

As a result of the Building Declaration Complex = a compilation of several buildings that belong together Building = a complete compilation of functional/fysical objects that are necessary to meet a demand of accomodation Cluster of elements = a group of elements with certain characteristics that are interconnected F.ex. Foundations Element = a functional object with a specific function, defined without mentioning the kind of the technical solution or the construction method F.ex. Floors on groundwork – weight 3 tons/m², planeness class 5mm/2m Building fraction = a fysical object with a specific performance, defined precisely by mentioning the kind of the technical solution and the construction method F.ex. Floors on groundwork - 20cm concrete C25/30 with 25kg/m³ steel fibres on a PE-foil 0,2mm and on a substratum of 5cm soil and 30cm rubble Frame of notions TU Delft
11
Component = a fysical object with a specific performance that is part of a building fraction, composed of building delivery products, with the use of labour and materials F.ex. Ground stabilization of the building excavation Activity = the process of the handling of building products with the use of labour and materials for the realization of components F.ex. Formwork Means = generic data carrier for labour, materials and equipment F.ex. Delivery PE-foil 0,2mm GBEC (General building execution cost) = costs of labour and equipment, that are necessary for the realization of a building, insofar the costs are not linked to means that remain on the building site once the building is completed Frame of notions TU Delft (2)

System of agreements BouwData PB ® Administration groupware Phasing of the building process Structure of the performance building specifications and conditions specific for a project Structure of the technical building specifications and conditions specific for a project Variety of costs Quantities and units User functions and space designations Cost centres and accompanying ratios
18
Performance specifications vs. technical specifications Use of BIM Splitting up “object” and “material”: Object = focused on design NEN 2634, chart 1 of BB-SfB Material = focused on execution STABU (instead of chart 2 & 3 of BB-SfB) Conversion instead of folding out the same tree diagram! cost centres respect property developer
19
Performance specifications vs. technical specifications (2)
20
Quantities and units SI-units Extension with agreements in the benefit of cost related units F.ex. m² - d = a cost / m² / day can be used in f.ex. taxes on the installation of the construction site on public property F.ex. t - km = a cost / ton / kilometre can be used in f.ex. transport of soil
21
Variety of costs Cost index numbers for several building phases Means (MLES)* General costs (GC) General building execution costs (GBEC) Profit Risk Approximate estimates * (MLES) Materials, Labour, Equipment and Subcontracting
22
User functions and space designations In accordance with the Dutch Building Declaration (instead of chart 0 of the BB-SfB) User functions F.ex. Housing function, sport function, cell function, … Defined spaces F.ex. lavatory, heating system room, traffic space, … Definition usable surface
23
User functions and space designations (2)
24
Cost centres and accompanying ratios Coding based on NBN B06-002 Chart 1 BB-SfB Building Declaration Addition (English abbreviation) Geometry of the building Finishing of spaces for the purpose of user functions
