4 ASA’s Mission Statement The American Subcontractors Association amplifies the voice of and leads trade contractors and suppliers in order to improve the business environment for the construction team and to serve as a steward for the community.

7 A Revolution in the Making 1966:ASA was founded in Washington, D.C. 1973:Launched Project SORE (Stamp Out Retainage Entirely) 1979:Obtained OMB pledge to improve government payment on construction 1983:OFPP published rule eliminating routine federal retainage

8 A Revolution in the Making 1984:Condemned AGC unilateral model subcontract as onerous and inequitable 1988:Won Congressional enactment of prompt pay for subcontractors on federal construction 1990:Won elimination of individual sureties on federal construction

9 A Revolution in the Making 1994:Developed a model subcontract with AGC and ASC 1997:Formed the SLDF and won first case – eliminating pay-if-paid in California 1998:Condemned new AGC model unilateral subcontract
