4 Need for WA Mfg Layoff Aversion Washington Mfg. changes since 2001 Mfg. jobs have decreased from 365,000 to 281,491 Mfg. firms have decreased from 8,673 to 7,364

5 Washington Manufacturing –98% of WA Mfrs. have less than 500 employees –93% of WA Mfrs. have less than 100 employees –54% of WA Mfrs. have less than 10 employees

6 How does Mfg Layoff Aversion work? 7-step Standard Approach for Manufacturing Lay-off Aversion Program 1.Well defined program requirements and regional partnerships 2.Joint awareness and outreach to manufacturing sector 3.Discovery meetings utilizing an Early Warning Checklist review for identification of at risk businesses – Vulnerable but Viable 4.Customized business assessment to identify needed assistance 5.Business commitment to job retention and agreement to scope of services/implementation 6.Customized on-site lay-off aversion business assistance services 7.Independent 3 rd party survey for satisfaction, impact

7 Layoff Aversion Requirements 1.Washington Manufacturer committed to remaining in Washington. 2.Currently experiencing declining sales 3.Completion of a Layoff Aversion Document by WDC and a Customized Business Assessment by Impact WA 4.Management commitment to change and willingness to allocate resources

8 Layoff Aversion Process 1.Initial Site visit by Impact Washington 2.Layoff Aversion Document completed 3.Customized Business Assessment completed 4.Transformation Plan developed by Impact Washington and approved by Workforce Development Council 5. Transformation Plan initiated
