7 Strengths: County has no illegal open dumps Mandatory collection ordinance in the county Ordinance contains a section on nuisances A perpetual review of roadsides identifies any problem area Small quantities of waste are eliminated before a dump can be established The local citizens are reminded of the need to properly dispose of waste Signs are used throughout the county to warn against illegal open dumping Local media are used to educate the local citizens on illegal open dumping Schools provide information to students on illegal open dumping Local citizens are advised of the cost to the county for improper waste disposal Local citizens report infractions Weaknesses: County has no source of labor to assist in illegal open dump cleanups No initiative to educate citizens or school children on open dumping Local enforcement officers are reluctant to cite property owners with illegal open dumps No signs are used to remind citizens about dumping fines Local media is not used to provide information about the detriments of illegal open dumping to the public
