7. Methodology of an impact-led inspection Phase 1: Pre-inspection: identifying areas to be inspected - establishing child’s journey - arranging fieldwork & devising schedule - planning lines of enquiry Phase 2 : Fieldwork weeks: case file examination - observation of practice - understanding perspectives (children, practitioners, families, victims etc) - uncovering enablers and barriers through investigation - reviewing robustness of public protection and safeguarding arrangements - checking initial findings (week two) - leadership and governance Phase 3: Post fieldwork feedback on impacts - feedback on enablers & barriers and public protection & safeguarding arrangements - qualitative analysis - identifying promising practice from enablers - identifying ways to address barriers - reporting recommendations - intelligence led re-inspection.
