IPC 1757 Process Chemical Standard

IPC 1757 Status Committee has completed work on the proposed standard.
Intention is that this standard would be used to report the use of certain process chemicals where there is a regulatory requirement regarding the use of these chemicals. Examples are: Ozone Depleting Substances PFOS/PFOA Certain Glycol Ethers This standard is not intended for use to obtain confidential or proprietary information regarding suppliers’ processes. Proposed standard includes a flowchart to aid users in determining whether to report under IPC-1752 or IPC If the use of a chemical is reportable under both standards, only the IPC-1752 standard should be used for reporting. Example 1 - Plating solutions - Metal additive
Chemicals used in manufacturing that come into physical contact and become a part of the finished product. Process Description: An electroless plating formulation of a non-RoHS metal contains small amounts of a RoHS Metal of Concern (RM) that is used as a bath stabilizer. RM can co-deposit into the electroless plating coating and result in a homogenous material that may not meet the EU RoHS Directive. Product content (IPC 1752): RM = 100 ppm regulatory limitation (e.g., EU RoHS Directive 2002/95/EC and/or JIG 101A) Process chemical content (IPC 1757): RM = present in the process chemical but may not be present in the product in significant quantities. (No known legislation banning, restricting, or requiring labeling for RM usage in the process.) Connecting the Digital World to the Global Network®

Example 2 - Photolithography resist solution – Organic additive (OA):
Chemicals used in manufacturing that may touch the product, but are removed and do not become a part of the product. Process Description: An OA is added as a surfactant in a photolithographic resist solution (photoresist). An OA can also be added to a photoresist as a photo-amplification chemical, or to special antireflective resists as a reflecting agent. Photoresists are usually removed from the product in subsequent process steps and should therefore not be present in the final product. Product content (IPC 1752): OA = 1000 ppm regulatory limitation (e.g., EU Directive and/or JIG 2.0) Process chemical content (IPC 1757): OA = present in the process chemical but should not be present in the product. (EU and US regulations exist for some OA chemicals related to this type of use, but exemptions for some uses such as semiconductor photoresists exist) Connecting the Digital World to the Global Network®

Example 3 - Brominated Compound (BC)
Chemicals used in manufacturing that become part of a polymer matrix and therefore no longer exist as a chemical of concern. A brominated compound is reacted with an epoxy resin to form a 20% (200,000 ppm) by weight brominated material in a printed circuit board (PCB) base material. Product content (IPC 1752): BC = 1000 ppm (Joint Industry Guide [JIG-101B]) (i.e., “A” = 1000 ppm in the flowchart) Process chemical content (IPC 1757): BC = 1000 ppm (i.e., “B” = 1000 ppm in the flowchart) (No known legislation banning, restricting, or requiring labeling for BC usage in the process.) Next Steps Proposed standard is being circulated for comments (60 days – comment period closes mid-April). Comments received are reviewed by committee (1 to 2 months). Comments will either be rejected or approved and incorporated into the proposed standard. Proposed standard will then be circulated again for a 30-day comment period.
