16 16  I N ORDER TO HARNESS FULL POTENTIAL THE STATE NEEDS HUGE INVESTMENT.  I N ADDITION THE STATE ALSO ENCOURAGES INVESTMENT IN THE MANUFACTURING OF R ENEWABLE E NERGY PRODUCTS. I N THE RECENT PAST R S 400 C RORE (USD 80 MILLION ) HAVE BEEN INVESTED IN THE STATE ONLY IN THE SPV MANUFACTURING SECTOR. S OME INVESTMENTS HAVE ALSO COME IN THE GREEN B UILDING SECTOR AND LED MANUFACTURING UNITS.  N ATIONAL A CTION P LAN ON C LIMATE C HANGE AND N ATIONAL S OLAR M ISSION WILL OPEN UP MANY MORE NEW INVESTMENT AREAS IN THE STATE OF W EST B ENGAL.

17 17  M INISTRY OF P OWER, G OVERNMENT OF I NDIA HAS ALSO ANNOUNCED DDG SCHEME FOR R EMOTE R URAL I NDIA. S UNDARBAN AREA OF W EST B ENGAL IS IDEALLY SUITED FOR SUCH SCHEME.  R ENEWABLE E NERGY COULD PLAY A MAJOR ROLE IN I NDIA AND IN THE S TATE OF W EST B ENGAL SINCE W EST B ENGAL IS 97% DEPENDENT ON COAL BASED THERMAL GENERATION.

18 18 P ROVISIONS FOR R ENEWABLE E NERGY E A CT 2003  S ECTION 86(1)( E ) : T HE S TATE COMMISSION SHALL “ PROMOTE ” CO - GENERATION AND GENERATION OF ELECTRICITY FROM RENEWABLE SOURCES OF ENERGY BY PROVIDING SUITABLE MEASURES FOR CONNECTIVITY WITH THE GRID AND SALE OF ELECTRICITY TO ANY PERSON, AND ALSO SPECIFY FOR PURCHASE OF ELECTRICITY FROM SUCH SOURCES, A PERCENTAGE OF THE TOTAL CONSUMPTION OF ELECTRICITY IN THE AREA OF DISTRIBUTION L ICENSEE.  S ECTION 61( H ) : T HE APPROPRIATE C OMMISSION SHALL, SUBJECT TO THE PROVISION OF THE A CT, SPECIFY THE TERMS AND CONDITIONS FOR THE DETERMINATION OF TARIFF AND IN DOING SO, SHALL BE GUIDED BY THE PROMOTION OF CO - GENERATION AND GENERATION OF ELECTRICITY FROM RENEWABLE SOURCES OF ENERGY.

20 20 I NCENTIVES FOR S OLAR I NDUSTRY  100% F OREIGN I NVESTMENT IS ALLOWED.  C USTOMS AND E XCISE D UTIES : Z ERO OR LOW CUSTOMS & E XCISE DUTY ON MOST ITEMS PRESENTLY USED IN COMMERCIAL PRODUCTION OF S OLAR C ELLS / M ODULES.  C ONCESSIONAL CUSTOM DUTY AND NO EXCISE DUTY ON S OLAR T HERMAL CONCENTRATOR STARLING E NGINES, ETC.  80% ACCELERATED DEPRECIATION IN THE FIRST Y EAR.  T AX - HOLIDAY FOR SETTING UP UNITS IN BACKWARD AND SPECIFIED AREAS AND POWER GENERATION PROJECTS.  G RANT /L OAN SUPPORT.  R&D.

21 21 K EEPING IN VIEW THE ABOVE THE STATE HAS CREATED A NEW C ORPORATION STYLED AS W EST B ENGAL G REEN E NERGY D EVELOPMENT C ORPORATION L IMITED TO ATTRACT INVESTMENT IN THE R ENEWABLE E NERGY AND E NERGY E FFICIENCY S ECTOR. T HE C ORPORATION IS ONE OF THE MOST ACTIVE R ENEWABLE E NERGY O RGANIZATION IN THE COUNTRY.
