4  2014 Activities  2015 Focus

5  Construction Inspection Scope of Work ◦ SOL 482-13-32 issued new SOW effective 1/1/14  New “Minimum Experience and Training” requirements  Increases mileage/lodging allowance  Maintained 37.5 hour/week  Resulted in positive changes for Publication 93 ◦ Several concerns presented by ACEC/PA and PennDOT ◦ Follow up meetings to make another round of changes  “Or higher” to be added, as well as another MET for TCI-1’s  Will require TCI/TA Training for most TA’s and TCI-1’s  Another SOL will be issued to update agreements for 2015

6  Inspector Tracking/Updated Forms ◦ Highly unfortunate events occurred that required strong PennDOT response ◦ Little initial outreach to ACEC/PA, but has improved ◦ Circumstances required change in time/expense tracking ◦ New weekly “Consultant Inspector Hours and Mileage Log” issued via SOL 482-14-31, effective 11/1/14 ◦ PennDOT has advertised eight CI agreements in District 6-0 requiring “Automated Vehicle Location” (AVL) Global Positionning System (GPS)

7  Inspector Tracking/Updated Forms, Con’t ◦ Questions on new form shared via email ◦ Desire for consistency on statewide use and District interpretations ◦ Pushing for PennDOT to allow the initial AVL agreements to provide feedback before expanding use ◦ ACEC/PA has formally requested reimbursement for PM time due to new requirements

8  Workforce Development ◦ PennDOT Workgroup formed, invited ACEC/PA ◦ Includes contracting associations and the PA Turnpike ◦ PennDOT drafted an “Employee Development Plan” based on feedback from a statewide Quality Survey ◦ ACEC/PA presented “White Paper”  Acknowledge the consultants role with training  Soliciting desire from career and technology schools to re-implement former TA/TCI training programs  Pushing PennDOT to staff more TA’s in the future

9  Tablet Computers  HOP Agreement Refinement  Unemployment Compensation Issue  STIC for Consultant Inspection Selection Dates  Quality in Construction

10  13 Quality Metrics continue to be produced quarterly by PennDOT  2014 ◦ 5 PennDOT-ACEC/PA Task Force Meetings ◦ Refocus on the Goals and Objectives of subcommittee

11  New Goals & Objectives ◦ Goal #1 – Define quality  Determine what constitutes a quality project  Determine measurements/metrics ◦ Goal #2 – Track the measures, continual monitoring  Data analysis to verify reaching measures/tracking

12  New Goals and Objectives cont. ◦ Goal #3 – Continuous Process Improvement  Implement improvements and/or new steps to current process  Stay abreast of ongoing issues such as corporate quality plans

13  Data Mining ◦ Almost an Asset management approach ◦ Bridge inspections  Concentrate on Condition Ratings  Obtaining ratings within predictive curves (e.g., 10 yrs) ◦ Pavements  Evaluate pavement cycles to track quality  IRI and OPI  Obtaining or bettering predictive IRI and OPI within predictive period (e.g., 5 years)?
