The Promise Of The Father
Before Jesus ascended to heaven, He gave His apostles instructions Not to depart from Jerusalem - Ac 1:4 Acts 1:4-5 (NKJV) 4 And being assembled together with them, He commanded them not to depart from Jerusalem, but to wait for the Promise of the Father, "which," He said, "you have heard from Me; 5 for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now."

The apostles had heard of this Promise before.
From Jesus Himself – John 14:16-17 (NKJV) 16 And I will pray the Father, and He will give you another Helper, that He may abide with you forever-- 17 the Spirit of truth, whom the world cannot receive, because it neither sees Him nor knows Him; but you know Him, for He dwells with you and will be in you.

John 16:12-13 (NKJV) 12 I still have many things to say to you, but you cannot bear them now. 13 However, when He, the Spirit of truth, has come, He will guide you into all truth; for He will not speak on His own authority, but whatever He hears He will speak; and He will tell you things to come.

Related to their being baptized with the Holy Spirit within a few days
Acts 1:5 (NKJV) 5 for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now.“ Of which John the Baptist spoke Luke 3:16 (NKJV) 16 John answered, saying to all, "I indeed baptize you with water; but One mightier than I is coming, whose sandal strap I am not worthy to loose. He will baptize you with the Holy Spirit and fire.

However, even long before John and Jesus, God began making promises about the
Spirit Joel 2:28-29 (NKJV) 28 "And it shall come to pass afterward That I will pour out My Spirit on all flesh; Your sons and your daughters shall prophesy, Your old men shall dream dreams, Your young men shall see visions. 29 And also on My menservants and on My maidservants I will pour out My Spirit in those days.

Isaiah 44:3 (NKJV) 3 For I will pour water on him who is thirsty, And floods on the dry ground; I will pour My Spirit on your descendants, And My blessing on your offspring; Isaiah 32:15 (NKJV) 15 Until the Spirit is poured upon us from on high, And the wilderness becomes a fruitful field, And the fruitful field is counted as a forest. Romans 14:17 (NKJV) 17 for the kingdom of God is not eating and drinking, but righteousness and peace and joy in the Holy Spirit.

Ezekiel 36:26-27 (NKJV) 26 I will give you a new heart and put a new spirit within you; I will take the heart of stone out of your flesh and give you a heart of flesh. 27 I will put My Spirit within you and cause you to walk in My statutes, and you will keep My judgments and do them. Ezekiel 39:29 (NKJV) 29 And I will not hide My face from them anymore; for I shall have poured out My Spirit on the house of Israel,' says the Lord GOD."

Zechariah 12:10 (NKJV) 10 "And I will pour on the house of David and on the inhabitants of Jerusalem the Spirit of grace and supplication; then they will look on Me whom they pierced. Yes, they will mourn for Him as one mourns for his only son, and grieve for Him as one grieves for a firstborn.

Acts 2:32-37 (NKJV) 32 This Jesus God has raised up, of which we are all witnesses. 33 Therefore being exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He poured out this which you now see and hear. 34 For David did not ascend into the heavens, but he says himself: 'The LORD said to my Lord, "Sit at My right hand, 35 Till I make Your enemies Your footstool." ' 36 "Therefore let all the house of Israel know assuredly that God has made this Jesus, whom you crucified, both Lord and Christ."

Whether the prophecies of Ezekiel and Zechariah have reference to a promise that would be fulfilled in the age of the Messiah may be debatable, but certainly the prophecies of Joel and Isaiah demonstrate that God promised an "outpouring" of the Spirit in a special way. Let us now return to. THE PREACHING OF JOHN. Matthew 3:11 (NKJV) 11 I indeed baptize you with water unto repentance, but He who is coming after me is mightier than I, whose sandals I am not worthy to carry. He will baptize you with the Holy Spirit and fire. see also Mk 1:7-8; Lk 3:16; Jn 1:33

We know that it is somehow tied to the events of Pentecost in Acts
Acts 2:1-4 (NKJV) 1 When the Day of Pentecost had fully come, they were all with one accord in one place. 2 And suddenly there came a sound from heaven, as of a rushing mighty wind, and it filled the whole house where they were sitting. 3 Then there appeared to them divided tongues, as of fire, and one sat upon each of them. 4 And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit gave them utterance.

Because of the comments of Jesus Acts

THE TEACHING OF JESUS The Spirit would be given to those who ask the Heavenly Father Luke 11:13 (NKJV) 13 If you then, being evil, know how to give good gifts to your children, how much more will your heavenly Father give the Holy Spirit to those who ask Him!“

The Spirit would be given as "living water" to all those who thirst and come to Him in faith, and drink John 7:37-39 (NKJV) 37 On the last day, that great day of the feast, Jesus stood and cried out, saying, "If anyone thirsts, let him come to Me and drink. 38 He who believes in Me, as the Scripture has said, out of his heart will flow rivers of living water." 39 But this He spoke concerning the Spirit, whom those believing in Him would receive; for the Holy Spirit was not yet given, because Jesus was not yet glorified.

Might this "living water" be "the gift of God" Jesus alluded to earlier?
John 4:10, (NKJV) 10 Jesus answered and said to her, "If you knew the gift of God, and who it is who says to you, 'Give Me a drink,' you would have asked Him, and He would have given you living water…….." 13 Jesus answered and said to her, "Whoever drinks of this water will thirst again, 14 but whoever drinks of the water that I shall give him will never thirst. But the water that I shall give him will become in him a fountain of water springing up into everlasting life."

Note again the comparison of the Spirit to water in Isaiah's prophecy
Isaiah 44:3 (NKJV) 3 For I will pour water on him who is thirsty, And floods on the dry ground; I will pour My Spirit on your descendants, And My blessing on your offspring; To His apostles, Jesus promised the "Spirit of truth" who would Be a Helper, and abide with them. Jn 14:16-17

Bring to their remembrance all things Jesus taught them
John 14:25-26 (NKJV) 25 "These things I have spoken to you while being present with you. 26 But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you.

Bear witness of Christ, together with the apostles
John 15:26-27 (NKJV) 26 "But when the Helper comes, whom I shall send to you from the Father, the Spirit of truth who proceeds from the Father, He will testify of Me. 27 And you also will bear witness, because you have been with Me from the beginning.

Convict the world of sin, righteousness, and judgment
John 16:7-11 (NKJV) 7 Nevertheless I tell you the truth. It is to your advantage that I go away; for if I do not go away, the Helper will not come to you; but if I depart, I will send Him to you. 8 And when He has come, He will convict the world of sin, and of righteousness, and of judgment: 9 of sin, because they do not believe in Me; 10 of righteousness, because I go to My Father and you see Me no more; 11 of judgment, because the ruler of this world is judged.

Guide the apostles unto all the truth, including things to come
John 16:12-13 (NKJV) 12 I still have many things to say to you, but you cannot bear them now. 13 However, when He, the Spirit of truth, has come, He will guide you into all truth; for He will not speak on His own authority, but whatever He hears He will speak; and He will tell you things to come.

Glorify Jesus, by taking of what is His and declaring it to them -
John 16:14 (NKJV) 14 He will glorify Me, for He will take of what is Mine and declare it to you. Jesus told His apostles to wait in Jerusalem until they received the "Promise of the Father" - Lk 24:49; Ac 1:4-5

On Pentecost, Peter connects the Spirit's outpouring to Joel's prophecy
Acts 2:14-16 (NKJV) 14 But Peter, standing up with the eleven, raised his voice and said to them, "Men of Judea and all who dwell in Jerusalem, let this be known to you, and heed my words. 15 For these are not drunk, as you suppose, since it is only the third hour of the day. 16 But this is what was spoken by the prophet Joel:

Speaks of the outpouring of the Spirit as a promise Jesus received from the Father
Acts 2:33 (NKJV) 33 Therefore being exalted to the right hand of God, and having received from the Father the promise of the Holy Spirit, He poured out this which you now see and hear. Offers the gift of the Spirit to all who repent and are baptized Acts 2:38 (NKJV) 38 Then Peter said to them, "Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins; and you shall receive the gift of the Holy Spirit.

THE TEACHING OF PAUL Regarding those who have been saved Titus 3:4-7 (NKJV) 4 But when the kindness and the love of God our Savior toward man appeared, 5 not by works of righteousness which we have done, but according to His mercy He saved us, through the washing of regeneration and renewing of the Holy Spirit, 6 whom He poured out on us abundantly through Jesus Christ our Savior, 7 that having been justified by His grace we should become heirs according to the hope of eternal life.

Wrote much about the role of the Holy Spirit in the life of the Christian Referring to the Spirit as "the Holy Spirit of Promise"
