Page 5 Four key strategic sourcing goals, as defined by stakeholders within the Federal community, along with recent OMB guidance were used to guide the Community of Practice (CoP) in their development of the SSWG Workplan FEDERAL STRATEGIC SOURCING GOALS Goal 1: Avoid unnecessary duplication of effort in pursuing OMB Strategic Sourcing Initiative Goal 2: Develop standard processes and tools that can be leveraged throughout the government Goal 3: Establish mechanisms to increase savings, value, and socio-economic participation Goal 4: Share best practices and build upon the strategic sourcing community of practice OMB GUIDANCE Per Peter Orszag’s “Improving Government Acquisition” memo dated July 29,2009 states that: The Administration has set a net savings target of $40 billion a year through better acquisition and acquisition-related program practices. Accordingly, each agency shall develop a plan to save 3.5 percent of baseline contract spending in FY 2010 and a further 3.5 percent in FY 2011. The CoP came together as a government-wide organization to identify ways to begin achieving these goals and savings targets while generating operating efficiencies
