2. LOCATION Hulu Selangor district
Approximately 50Km north of Kuala Lumpur Developed on 700 acres land area 1,000 acres of buffer zone Surrounded by palm plantation Accessible from North-South Expressway (PLUS) via Bukit Tagar Interchange (Exit 113B)

3. DESIGN AND FACILITIES Fully engineered Level IV landfill with complete High Density Polyethylene (HDPE) membrane liner Leachate collection and treatment systems Comprehensive ground and surface water monitoring systems 17 phases over 40 years 120 million metric tones of air space capacity Serves municipal and non-toxic (scheduled) solid waste for Central region of Selangor and Kuala Lumpur Primarily routed from Kuala Lumpur Solid Waste Transfer Station in Kepong

3.1 Landfill Operation Manpower: 45. Headed by Operations General Manager. Three shifts, seven days a week (24-hours) 24-hours security patrols and checkpoint for screening of incoming wastes Smartcard systems for vehicle identification and data logging Full range of trucks and compactors

Treatment capacity – 1,000 cubic meters per day Four leachate holding ponds – 180,000 cubic meters leachate storage capacity SCADA systems; computerized and automated controls of pumps and valves Primarily biological reaction with series of chemical dosing Equipped with four Sequential Batch Reactor (SBR) lagoons continue…

Red beds – consists of phragmites plant capable of absorbing residues in treated leachate 24 aerators Chemicals storage and dosing systems Balancing tanks Sludge thickener Dissolved air floatation plant

3.2 Leachate Management Treated Effluent Management
Zero discharge policy Treated effluent is irrigated into 120 acres field; allowing the effluent to undergo evapotranspiration and soil moisture retention processes Leachate Quality Test Conducted on daily, weekly and fortnightly basis at SBR lagoons pH, nitrites, nitrates, ammoniacal nitrogen, dissolved oxygen (DO), BOD, COD

3.2 Leachate Management Gas Monitoring
Waste gas is channeled via pipes and vented to outside environment No specific gas collection system is currently employed Future plan includes biogas collection system with biogasification plant to produce electrical energy for BTSL energy requirement

Surface Water Management System Storm water runoff is diverted away from landfill via surface drains towards open water courses, silt traps and detention ponds Daily earth cover to prevent ilfiltration of rain water Regular desilting of silt traps

Environmental Monitoring Surface and ground water monitoring on monthly basis pH, nitrites, nitrates, ammonia, e-coli, suspended solids and trace metals Ambient air quality and noise levels on quarterly basis Quarterly Environment Monitoring Reports to be submitted to the DOE Early Warning and Emergency Containment System (see chapter 3.4)

3.4 Emergency Preparedness
Emergency response system Leachate containment bund to prevent accidental leachate breakout Continuous flow meter Detention dam Holding ponds On-going training comprehensive training program to ensure optimum standards Regular briefing Trial runs on safety and emergency procedures

4. DISCUSSION Location of landfill is suitable
Proper, direct and easy access via PLUS expressway Not far away from Klang Valley Minute area with sparse human population Continue…

Fully engineered Level IV landfill World class technology with computerized, automated and integrated leachate management Protection to the environment quite well done, but no ISO14001 Gas monitoring and collection No collection of waste gas is being employed Continue…

4. DISCUSSION Environmental monitoring Environmental protection
Good efforts, but monitoring schedule only for quarterly basis Environmental protection Good efforts Health and Safety Can be improved; holistic medical surveillance of staff PPE; should be supervised and updated from time to time

5. CONCLUSION BTSL is a newly operated Level IV landfill with advanced leachate treatment facilities Currently, only Phase 1 is operational Accepts municipal, non-hazardous solid waste from Central Region of Selangor and Kuala Lumpur Future plan include utilization of biogas Future land use for recreational purpose
