Waste Growth Municipal waste produced in England is growing at around 3-4% per year. At current rates, the amount of municipal waste produced in England will double by 2020, with the costs of managing this waste stream, doubling to £3.2 billion per annum from £1.6 billion currently on unchanged policies. About 80% of waste in the UK is sent to landfill Waste growth in Middlesbrough is growing at a similar pace.

European Union’s Landfill Directive The government agreed to limit the level of landfill across the UK and in particular to: by 2010 to reduce the amount of BMW going to landfill to 75% of that produced in 1995. by 2013 to reduce the amount of BMW going to landfill to 50% of that produced in 1995. by 2020 to reduce the amount of BMW going to landfill to 35% of that produced in 1995.

Recycling targets The Municipal Waste Strategy 2000 set targets for all authorities in the UK. These targets were based upon previous years recycling rates. Middlesbrough’s recycling targets are: 18% by 2005 30% by 2010 33% by 2012

LATS In order to achieve the desired national landfill position the government has set up a landfill allowance-trading scheme (LATS). authorities are allocated a level of LATS allowance. However, the total level of LATS allowances will only equal the level of landfill required to hit the European Landfill Directive and hence, will reduce over time as targets become tighter

LATS Between 2005/6 and 2009/10 Middlesbrough’s allowances increase Subsequently allowances begin to fall Middlesbrough’s 2020 allowance level is higher than the level of the 2005/6 allowances. Middlesbrough should be able to trade LATS allowances.
