1. Section 32-216(c)(4): This site lies within the Primary Floridan Aquifer Vulnerability Zones as depicted in Figure WSA-5 (Wekiva Aquifer Vulnerability Assessment) of the Orange County Comprehensive Policy Plan. In accordance with Section 32-216(c)(4), both C&D Debris Disposal Facilities, and Class III landfills, are subject to a "presumptive prohibition" in this area.

2. ZONING: Applicant is requesting Special Exception to change the class of the landfill from Construction and Demolition Landfill C &D to a Class III Landfill.
