3 Patrol A. is the main activity that officers perform daily. – It’s primary purpose is to maintain a public presence, enforce laws and ordinances, and deter crime. It also includes proactive citizen and community contacts by providing information to citizens * B. Reactive Patrol is taking a responsive or after the fact role in dealing with crime. It requires immediacy in responding to an incident.

4 Patrolling Continued Proactive Patrol discourages criminal activity through an officer’s visibility. Making one on one citizen contact provides interaction with the public, creating a network of potential information. The Purpose of Patrol : deter criminal behavior, Maintain public order, and a sense of security in the community, and 24 hour provision of services that are not crime related.

5 Patrol Activities. Preventive patrol: patrol car or on foot. “omnipresence” 40% of patrol time. Calls for Service: 911 calls for emergency service or other citizen problems and complaints. Administrative duties: Paperwork (20%) Officer-initiated activities: (33%)

6 Focus Question Examine the Job Duties and Tasks for a Police Patrol Officer and write the # 1 responsibility.. Provide for public safety by maintaining order, responding to emergencies, protecting people and property, enforcing motor vehicle and criminal laws and promoting good community acts.

7 Calls for Service Controlling traffic Conducting preliminary investigations Making arrests Patrolling public events Other non violent occurrences or crimes Public disorder Assistance ( missing persons, traffic accidents, damaged property) Minor violations (shoplifting,trespassing,traffic/parking offense, refusal to pay.)

8 Preparing to Patrol Duty Equipment Inspection: Prior to every duty shift, all equipment will be inspected. Inspect all equipment on the duty belt to make sure all are present, and in working order.

9 Roll Calls A day in the life of a patrol officer: So how does a normal shift progress for the patrol officer? The shift begins with a meeting. This meeting is called "roll call", and it is led by the Sergeant in charge of the shift. The Sergeant goes over recent crimes in the Township, assigns patrol districts, discusses legal updates, conducts training, and gives patrol assignments.

10 Patrol Vehicle Operator and preventive maintenance is done. Make sure emergency equipment is available Such as fire extinguisher, biohazard gear, and first aid kits. NEVER assume that others have maintained the vehicle.

11 Respond to a Noncriminal Call for Service Officer response for service is similar to the way they would respond to criminal calls Locate the complainant and introduce yourself – In a professional manner. – Gather the information – Examples: keys locked in a car,power outages, parenting assistance – Refer to appropriate services – Use interpersonal communication skills to express understanding and empathy of the situation

12 Police Strategies: What Works Operational basis of police work is incident-driven –40-60% of police activity is result of 911 calls/citizen requests –Response time has become the benchmark for police efficiency Police want to improve response time efficiency

14 Authority and the Use of Force  The use of force is rare  Occurs in only 1.4% of police-public encounters  Types of force  Reasonable force  The degree of force that is appropriate to protect the police officer or other citizens and is not excessive  Deadly force  Force applied by a police officer that is likely or intended to cause death
